Ակտիվության խթանիչ` հիպոթեկի շուկայում

Կենտրոնական բանկը հանդես է եկել հիպոթեկային վարկերի տեխնիկական պայմանները բարելավելուն միտված օրենսդրական նախաձեռնությամբ, որով վարկառուները հնարավորություն կստանան առանց տույժ և տուգանք վճարելու վաղաժամկետ մարել հիփոթեքային վարկը կամ դրա մի մասը:
«Բնակարանային հիփոթեքային կրեդիտավորման» մասին նոր օրենքը նախատեսում է, որ վարկառուն իրավունք ունի վաղաժամկետ մարել վարկի գումարը կամ դրա մի մասը, այդ թվում՝ վերաֆինանսավորման միջոցով: Վարկի գումարը կամ դրա մի մասը վաղաժամկետ մարելու դեպքում, վարկառուն իրավունք ունի պահանջել, որպեսզի համամասնորեն նվազեցվի վարկավորման ընդհանուր ծախսը, այդ թվում` վարկավորման պայմանագրի համաձայն վճարման ենթակա տոկոսագումարը, վարկի տրամադրման և սպասարկման վճարները:
Օրենքի նախագծում ամրագրված է նաև, որ հիփոթեքային վարկավորման վերաֆինանսավորումը էականորեն կպարզեցվի: Օրինագծի համաձայն՝ հնարավոր կլինի հիփոթեքը մի բանկից մեկ այլ բանկ տեղափոխել: Տույժերը չնչին կլինեն, իսկ, եթե վարկը 3 տարուց ավելի ժամկետով է, տույժ-տուգանք չի լինի: Այսինքն՝ եթե հաճախորդը հիփեթոքի համար մի բանկում է վճարում, բայց մեկ այլ բանկից լավ առաջարկ է ստանում, նա կարող է նոր վարկ վերցնել, վաղաժամկետ մարել հինը և լավ պայմաններով անցնել նոր բանկ:
Այս օրենսդրական նախաձեռնությունը միտված է հիպոթեկի շուկայում մրցակցության ակտիվացման համար: Մրցակցությունը հատկապես ակնառու կլինի բանկերի միջև, որի արդյունքում բանկերը առավել ձեռնտու տարբերակներ կառաջարկեն իրենց հաճապխորդներին:
