ՀՀ օմբուդսմենը Ադրբեջանի կողմից սպանված քաղաքացիների խնդրով դիմել է միջազգային կառույցներին

Օմբուդսմեն Կարեն Անդրեասյանն Ադրբեջանի կողմից սպանված եւ վիրավորված խաղաղ բնակիչների խնդրով դիմել է մի քանի տասնյակ միջազգային կառույցների, այդ թվում` ՄԱԿ-ի Մարդու իրավունքների գլխավոր հանձնակատարին, ԵԱՀԿ գործող նախագահին, Միջազգային օմբուդսմենների ինստիտուտին, Եվրոպայի Խորհրդի Մարդու իրավունքների հանձնակատարին, Եվրոպական օմբուդսմենների ինստիտուտին, Կարմիր խաչի միջազգային կոմիտեին, Human Rights Watch-ին եւ օտարերկրյա մի շարք այլ գործընկերին: Այս մասին տեղեկացրին Մարդու իրավունքների գրասենյակից:
Գրության մեջ մասնավորպես ասվում է.
«Երեկ Ադրբեջանը կոպտորեն խախտել է Քաղաքացիական բնակչության պաշտպանության մասին Ժնեւի կոնվենցիայի 3-րդ հոդվածը, որն առաջին հերթին արգելում է բոլոր տեսակի ոտնձգությունները ռազմական գործողություններին չմասնակցող խաղաղ բնակչության կյանքի եւ առողջության նկատմամբ: Բացի այդ, ժնեւի կոնվենցիաների 1-ին Լրացուցիչ արձանագրությամբ արգելվում են ցանկացած հարձակումները քաղաքացիական անձանցով բնակեցված բնակավայրերի վրա, անթույլատրելի են հարձակումները քաղաքացիական բնակչության գոյատեւման համար անհրաժեշտ պարենի պաշարների, պարեն արտադ րող գյուղատնտեսական շրջանների վրա:
Մինչդեռ Ադրբեջանը հարձակվել է Հայաստանի սահմանամերձ գյուղերի բնակելի տների ու ցանքատարածությունների վրա: Տավուշի մարզի Բերդավան գյուղում երկու կին զոհվել են հենց իրենց տներում: Նույն շրջանի մեկ այլ գյուղում հակառակորդի գնդակից տարեց կինը սպանվել է բերք հավաքելուց, իսկ երկու խաղաղ բնակիչ ծանր վիրավորվել են:
Խաղաղ բնակիչների սպանությանը միջազգային հանրության անհամարժեք արձագանքի պայմաններում ինքնապաշտպանական հակահարվածը կդառնա միակ լուծումը: Սա մեզ համար անթույլատրելի ու անցանկալի է, քանի որ մարդու կյանքը թե´ Հայատանում եւ թե´ այլուր մեզ համար բարձրագույն արժեք է: Որպեսզի կանխվեն նոր զոհերը, միջազգային համայնքը պետք է դադարեցնի մարդասպան պետությանը եւ գնդակծվող խաղաղ բնակչությանը հավասարեցնելու դիվանագիտական զգուշավոր գործելաոճը եւ նեցուկ լինի խաղաղ բնակչությանը, մարդու իրավունքների իրական պաշտպանությանն ու ժնեւյան կոնվենցիաների տարրական պահպանմանը»:
Հակառակորդի կրակոցներից Տավուշի մարզի Բերդավան համայնքում սեպտեմբերի 24- ին զոհվել է 2 քաղաքացիական անձ, 2- ը` վիրավորվել: Զոված քաղաքացիներնեն`1974 թվականին ծնված Սոնա Ռևազյանը և 1921- ին ծնված Շուշան Ասատրյանը: Ավելի վաղ հայտնի էր դարձել, որ Տավուշի մեկ այլ սահմանամերձ` Պառավաքարհամայնքում հակառակորդի կրակոցից զոհվել է 83- ամյա Պայծառ Աղաջանյանը:
