ԵՄ-ն կաջակցի Հայաստանում քաղծառայության բարեփոխումների ռազմավարության մշակմանը

ՀՀ քաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանի և ՀՀ ՔԾԽ նախագահի տեղակալ Սամվել Վասիլյանի մասնակ­ցությամբ սեպտեմբերի 23-24-ին տեղի է ունեցել աշխատանքային հանդիպում Եվրամիության ու Տնտեսական համագործակցության և զարգացման կազմակերպության (OECD) համատեղ նախաձեռնությունը հանդիսացող SIGMA ծրագրի փորձագի­տական խմբի հետ: Ինչպես  տեղեկացրին ՀՀ քաղաքացիական ծառայության խորհրդի մամուլի բաժնից, հանդիպման նպատակն էր քննարկել Հայաստանին Եվրամիության կողմից ցուցաբերվելիք բյուջետային աջակցության ծրագրի շրջանակներում քաղաքացիական ծառայության համակարգում իրականացվելիք բարեփոխում­ների շրջանակը, քաղաքացիական ծառայության զարգացման մշակվող ռազմավարության կառուցվածքը և բովանդակությունը, այդ համատեքստում ՀՀ քաղաքացիական ծառայության խորհրդի և SIGMA-ի միջև համագործակցության հեռանկարներն ու հնարավոր եղանակները:

Երկօրյա մանրակրկիտ քննարկումների ընթացքում որոշակիացվել են բարեփոխումների հիմնական ուղղություններն ու առաջնահերթությունները: Դրանք ներառում են այնպիսի արդիական հիմնահարցեր, ինչպիսիք են քաղաքացիական ծառայության համակարգի համալրման և կադրերի ընտրության, քաղաքացիական ծառայողների շարժունության և կարիերային աճի կառուցակարգերի կատարելագործումը, վարչական և մասնագիտական պաշտոնների նոր դասակարգումը, քաղաքացիական ծառայողների գնահատ­ման, էթիկայի և բարեվարքության նոր, գործուն ինստիտուտների ներդրումը: Այս և մի քանÕ « այլ հիմնախնդիրներ հանդիսանալու են համակարգի զարգաց­ման նոր ռազմավարության առանցքային բաղադրիչները:

ՀՀ ՔԾԽ նախագահ Մանվել Բադալյանը քննարկումների մեկնարկին նշել է, որ համակարգը եվրոպական չափանիշներին համապատասխանեցնելու և բարեփոխումներն այդ ուղղությամբ առաջ մղելու Հայաստանի վճռակա­նութ­յունը մնում է անփոփոխ: Նա շնորհակալություն է հայտնել Եվրամիությանն ու SIGMA-ին` արդյունավետ համագործակցության և այդ ուղությամբ Խորհրդին մեթո­դական ու փորձագիտական շարունակական աջակցություն ցուցաբերելու համար:
