«Պետական գնումների մասին» ՀՀ նոր օրենքում, որն ամբողջությամբ ուժի մեջ կմտնի ապրիլի 25-ից, ներդրվել է շահերի հայտարարագրման ինստիտուտը, ըստ որի` պետական գնումների մրցույթին մասնակցողը և պետական համակարգում աշխատող պաշտոնյան պետք է ներկայացնեն իրենց փոխկապակցված լինելու մասին հայտարարությունը, որից հետո միայն հայտ ներկայացնողին իրավունք կտրվի մասնակցելու մրցույթին: «Արմենպրե ս»-ի հաղորդմամբ` ՀՀ ֆինանսների նախարար Վարդան Արամյանը լրագրողների հետ հանդիպման ժամանակ նշեց, որ այն ընկերությունները, որոնք կմասնակցեն պետական գնումների համակարգին` պարտավոր են բացահայտել շահերը: Նախարարի խոսքով` դրա մեխանիզմները և հիմքերն իրենք ստեղծել են:
«Պետական գնումների նոր համակարգով փորձում ենք հասնել առավելագույն թափանցիկության և կարողանանք տալ անհրաժեշտ գործիքակազմերը, որպեսզի հանրությունը և բոլոր պատկան մարմինները տեղեկացված լինեն, թե ինչ ընթացակարգեր և ինչպիսի արդյունքներ կլինեն: Պետական գնումների մասին նոր օրենքն ունի այնպիսի կարգավորումներ, որոնք նախկինում չեն եղել: Ամենակարևոր կարգավորումներից մեկը կոռուպցիոն ռիսկերի կանխարգելման համար հզոր մեխանիզմներն են, որոնցից մեկն էլ շահերի հայտարարագրման ինստիտուտն է»,- ասաց Արամյանը` հավելելով, որ գնու մների համակարգը չի կարող պատժամիջոցներ սահմանել, քանի որ դրանք այլ օրենսդրական կարգավորումներով են արվում, սակայն այս համակարգում ներդրված հիմքերով ապացուցված է համարվելու որևէ պաշտոնատար անձի փոխկապակցվածությունը գնումների մասնակցին:
Եթե շահերի հայտարարագրման ինստիտուտը չլինի, ապա շատ դժվար կլինի բացահայտել այս կամ այն պաշտոնյայի փոխկապակցվածությունը գնումներին մասնակցին: Այն մի հարթակ է, որտեղ այդպիսի երևույթները թափանցիկ են դարձվելու: Նախարարի կարծիքով՝ այս գործիքի «գեղեցկությունը» լինելու է ոչ թե պատժող, այլ կանխարգելող հանգամանքը, քանի որ պաշտոնյան ստորագրելու է մի հայտարարագրի տակ, որը հետագայում դառնալու է հանրության սեփականությունը:
