Մուտքի վիզաները վերացնելու ուղղությամբ մեկնարկել է Հայաստան-ԱՄԷ բանակցություններ սկսելու փուլը. Տիգրան Բալայան

ՀՀ արտաքին գործերի նախարարության մամուլի քարտուղար Տիգրան Բալայանն «Արմենպրես»-ի խնդրանքով մեկնաբանել է, թե որ փուլում է Հայաստանի և ԱՄԷ-ի քաղաքացիների համար մուտքի արտոնագրի պահանջի վերացման համաձայնագրի կնքման գործընթացը:
- Կառավարության հունվարի 19-ի նիստի ընթացքում քննարկման էր ներկայացվել և ընդունվել Հայաստանի Հանրապետության և Արաբական Միացյալ Էմիրությունների կառավարությունների միջև քաղաքացիների մուտքի արտոնագրի պահանջի վերացման մասին համաձայնագրի կնքման առաջարկությանը համաձայնություն տալու մասին որոշումը։ Երբվանի՞ց ՀՀ քաղաքացիներն առանց մուտքի արտոնագրի կարող են այցելել Արաբական միացյալ Էմիրություններ։
- Ընդհանրապես, միջազգային պայմանագրի կնքման առաջարկությանը համաձայնություն տալու մասին կառավարության որոշումը հանդիսանում է ՀՀ միջազգային պայմանագրի կնքման ընթացակարգերի առաջին նախապատրաստական փուլը։ Սա նշանակում է, որ դեռևս վաղ է խոսել համաձայնագրի գործողության մասին, քանի որ այս փուլում կառավարության կողմից ընդամենը որոշում է ընդունվում նման համաձայնագրի կնքման գաղափարի շուրջ երկկողմ բանակցություններ սկսելու հարցը։ Կառավարության որոշմանը կհաջորդեն էմիրաթական կողմի հետ բանակցություններն ու երկու պետություններում ներպետա կան համաձայնեցման ընթացակարգերը, որոնց ավարտից հետո միայն հնարավոր կլինի նախագիծը պատրաստել ստորագրման երկու երկրների կառավարությունների կողմից։ Ստորագրմանը կհաջորդեն երկու պետություններում պայմանագրի ուժի մեջ մտնելու համար անհրաժեշտ գործընթացները, որոնց ավարտից հետո ԱԳՆ կողմից կհրապարակվի պայմանագրի տեքստը և պաշտոնական տեղեկատվություն դրա գործողության ժամկետի վերաբերյալ։
Իհարկե, հասկանալի է ԶԼՄ-ների և հանրության կողմից տվյալ միջազգային պայմանագրի նախագծի հանդեպ ուշադրությունը և լայն հասարակական արձագանքը, սակայն այս փուլում կառավարության որոշմամբ միայն մեկնարկել է ԱՄԷ հետ բանակցություններ սկսելու փուլը։
