ETH Zurich Համալսարանի Անվտանգային հետազոտությունների կենտրոնի հեղինակած «Գլոբալ ռազմականացման ինդեքս 2016» տարեկան զեկույցում արդեն տարիներ շարունակ Հայաստանը ինչպես Եվրոպայի, այնպես էլ աշխարհի ամենառազմականացված երկրների շարքում բարձր հորիզոնականներ է զբաղեցնում: 

Նախորդ տարվա ցուցանիշներով նա աշխարհում երրորդ է, իսկ Եվրոպայում՝ առաջինը: Աշխարհում մեզանից առավել ռազմականացված են միայն Սինգապուրն ու Իսրայելը: Ադրբեջանն այս անգամ զբաղեցնում է 9-րդ հորիզոնականը. ի դեպ նախորդ (2016) դասակարգմամբ ՀՀ-ն աշխարհում առաջինն էր, իսկ Ադրբեջանը՝ 5-ը:

Եթե մեթոդաբանորեն վերլուծենք «ռազմականացման» գործակիցը, ապա կտեսնենք, որ դասակարգման մեջ տվյալ պետության այս կամ այն տեղ գրավելը կապված է ռազմական բյուջեի, զինված ուժերի, զինտեխնիկայի, ազգաբնկաչության ու մի շարք այլ ցուցանիշների հարաբերակցության բնույթի հետ: Օրինակ՝ փոքր բնակչություն, սակայն ռազմական մեծ բյուջե ունեցող երկրները նման դասակարգման մեջ առավել բարձր հորիզոնականներ են զբաղեցնում:

Տրամաբանական է, որ ակտիվ ռազմական կոնֆլիկտի մեջ գտնվող ՀՀ/ԼՂՀ-ի դեպքում օրինաչափ է, որ նա պետք է ունենա ռազմականացման բարձր գործակից: Ավելին, եթե զեկույցի հեղինակները կարողանային իրական թվային հարաբերակցությամբ չափել նաև այն զինտեխնիկան, որն առկա է ՀՀ-ում ու ԼՂՀ-ում, մենք հավանաբար գալիք մի քանի տարին ևս առաջին հորիզոնականից չէինք իջնի: :) Սա լավ, կամ վատ, հպարտանալու, կամ նեղսրտելու առիթ չէ: Սա առկա իրողություններով մեզ պարտադրված իրավիճակ է:

Մենք պատերազմ տեսած, սակայն, ի տարբերություն Ադրբեջանի, պատերազմել չցանկացող երկիր ենք, ու զինվում ենք, որպեսզի ռազմական առումով կարողանանք հակակշռել, իսկ անհրաժեշտության դեպքում էլ՝ խաղաղություն պարտադրել հակառակորդին: Խաղաղություն պարտադրելու ռազմավարությունը ենթադրում է ոչ այնքան ռեակցիոն, որքան նաև նախահարձակ քայլեր, այդ թվում՝ հակառակորդի վերահսկողության տարածքում: Այսինքն, ըստ վերոնշյալի, ինչպես քանակական, այնպես էլ գործընթացային (հմտություններ, կառավարում, պրոֆեսիոնալիզմ) բաղադրիչներով մենք այն չափ ռազմական ներուժ պետք է ունենանք, որ ունակ լինենք ստիպել հակառակորդին հրաժարվել (այդ թվում տարածքային հնարավոր կորուստների վախից) սահմանային պրովոկացիաների կամ պատերազմական քայլերի գնալու մտքից:

Ապրիլյան ռազմական սրացումները, ինպես նաև կորուստներով ուղեկցվող նախորդ անհաջող դիվերսիաների փորձերը ցույց տվեցին, որ մեր 1 զինվորի դիմաց նրանց 7 զինվորի ոչնչացման մարտավարությունը ինչ-որ մի փուլից հետո դադարում է գործել: Ուստի պետք է մտածել, թե խելամտության շրջանակներում ի՞նչ հակաքայլ կամ միգուցե նախաքայլ է պետք անել, որպեսզի կարողանանք ստիպել հակառակորդին փոխել դիպուկահարների պատերազմի, դիվերսիոն ակտիվության նրա որդեգրած մոտեցումները:
