Ալեն Ղևոնդյանը ֆեյսբուքյան իր էջում գրում է.
Կարծեմ անցած տարվա կեսերից ՀՀ-ում գործող սուպերմերկետները տոպրակները դարձրին վճարովի: «Նոր Զովք»-ը առաջինն էր, հետո նրա օրինակին հետևեցին մնացածը:
Հիմնավորումը հետևյալն էր. վճարովի լինելու պարագայում, բնապահպանական նկատառումներից ելնելով, «սպիտակ տոպրակներ»-ի սպառման ծավալը կնվազեր, մարդիկ գնումների կգային սեփական տոպրակներով ու դա կնվազեցներ այդ տոպրակներից բխող բնապահպանական ռիսկը, քանի որ նրանք գործնականում բնական պայմաններում չեն քայքայվում: Հիմնավորումը, կարծես, լավն էր, սակայն համոզիչ չէր:
Կյանքը ցույց տվեց, որ միայն մարդկանց շատ փոքր տոկոսն է, չվճարելու համար այդ 10 դրամները, սեփական տոպրակներով է գալիս խանութ: Հիմնական մասը աշխատավայրից վերադառնալիս կամ առհասարակ գնումներ անելիս սովորականի պես վերցնում են խանութի տոպրակները, վճարում նրանց համար ու գնում տուն: Վճարովի տոպրակներով սակայն մեր սուպերմարկետները չսահմանափակվեցին. խանութներում ապրանքերի մի մասի համար՝ բանջարեղեն, միրգհացամթերք մտցվեցին առանց բռնակ տոպրակներ: Կարծում եմ ենթատեքստը պարզ է. որպեսզի քաղաքացին պարտադրված լինի այնուամենայնիվ որևէ տոպրակ գնել:
Այսինքն նոր պայմաններում ստացվում է հետևյալը. 1 կգ կատոֆիլ գնելիս խանութը քեզ տալիս է երկու տոպրակ, մեկը առանց բռնակ ու անվճար, մյուսը, որի համար դու արդեն վճարում ես, բռնակով: Արդյունքում, եթե նախկինում մեկ տոպրակի մասով էր աղտոտվում բնությունը, հիմա դա կրկնապատկվում է:
Միակ ու ամենակարևոր տարբերությունը այն է, որ այսօր խանութը այդ PR ակցիայից ստանում է իր «10 դրամը»: Իսկ դա սպառման մեծ ծավալների դեպքում վատ շահույթ չէ:
Հ.Գ. Միգուցե շատերի համար սա փոքրագույն հարց է, սակայն աղքատ երկրում շատերի համար անգամ այդ 10 դրամը կարևոր է: Ի դեպ, ՀՀ բնապահպանության նախարարությունը լավ կլինի պարզի, թե «վճարովի տոպրակ» բնապահպանական միջոցառումների արդյունքում որքանո՞վ է նվազեցվել բնությանը հասցվող վնասը, և եթե դրական արդյունք ստանան, կարելի է ինչու՞ չէ, նաև շնորհակալագրեր տալ մեր սուպերմարկետներին:
