«168 ժամ». ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում ՀՀ թեկնածուի նշանակման հարցը Մոսկվայի ձեռքին գործիք է

«168 ժամ» թերթը գրում է. «ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում ՀՀ թեկնածուի նշանակման հարցի ձգձգումն արդյունավետ մեխանիզմ է Ռուսաստանի ձեռքին՝ Հայաստանին որոշումներ պարտադրելու համար»,- մեզ հետ զրույցում ասաց Քաղաքական եւ միջազգային հետազոտությունների կենտրոնի ղեկավար Աղասի Ենոքյանը՝ անդրադառնալով ՀԱՊԿ Մշտական խորհրդի «ՀԱՊԿ գլխավոր քարտուղարի մասին» որոշման նախագծին, համաձայն որի՝ ՀԱՊԿ ռոտացիոն կարգի համաձայն՝ հաջորդ երկիրը Հայաստանն է, հետեւաբար՝ ՀԱՊԿ հաջորդ գլխավոր քարտուղարը կլինի Հայաստանի թեկնածուն:
Հիշեցնենք, որ ՀԱՊԿ մամուլի քարտուղար Վլադիմիր Զայնետդինովը տեղեկացրել է, որ նախագիծը դեռ պետք է ներկայացվի կառույցի անդամ պետություններին՝ վավերացման համար: Նախագիծը կքննարկվի ՀԱՊԿ գագաթաժողովում: 2016 թվականին Սանկտ Պետերբուրգում կայացած ՀԱՊԿ Խորհրդի նիստի ժամանակ որոշում էր կայացվել, որ կազմակերպության գագաթաժողովը կայանալու է 2017 թվականի ապրիլին:
Աղասի Ենոքյանը վստահ չէ, որ ՀԱՊԿ Մշտական խորհրդի որոշումը կվավերացվի ՀԱՊԿ անդամ երկրների ղեկավարների կողմից։ «Ես կարծում եմ, որ պարզապես շատ են եղել խոսակցություններն այն մասին, թե ինչու ՀՀ ներկայացուցիչը, ըստ ռոտացիոն կարգի, չի զբաղեցնում ՀԱՊԿ գլխավոր քարտուղարի պաշտոնը, որի պատճառով նման հաղորդագրություն է տարածվել։ Իսկ մինչ գագաթաժողովը երեւի թե որոշակի ժամանակ կանցնի, գագաթաժողովին կլինեն քվեարկություններ, եւ կտեսնենք, որ կրկին նույն իրավիճակին են բախվելու»,- ասաց Աղասի Ենոքյանը։
Նրա համոզմամբ՝ այս հարցը դարձել է Հայաստանի նկատմամբ ճնշում գործադրելու շատ արդյունավետ մեխանիզմ։
«Եթե այլեւս այս մեխանիզմի կարիքը չլինի, գուցե արդեն ՀՀ ներկայացուցիչը զբաղեցնի այդ պաշտոնը, երբ Հայաստանի համար եւս միեւնույն լինի, ՀԱՊԿ անդամ բոլոր երկրների համար միեւնույն լինի։ Բայց կարծում եմ՝ այս պահին Ռուսաստանը դեռ կարողանում է այս հարցով ճնշումներ բանեցնել Հայաստանի նկատմամբ։ Իրենք տարբեր հարցեր ունեն լուծելու՝ սկսած տնտեսական, քաղաքական, ռազմականից։
Հիշեցնեմ, որ Հայաստանը միացավ ՀՕՊ համակարգին, ձեւավորվեց հայ-ռուսական միացյալ զորախումբ, ակնհայտ է, որ այս ամենը չի բխում ՀՀ շահերից։
Այսինքն՝ սա այն լծակներից մեկն է, որով ճնշումներ են բանեցվում, որոշումներ կորզվում»,- նման կարծիք հայտնեց քաղաքագետը։
