Կայացած բանակ, մարտունակ զինվոր. Հայկական բանակը նշում է 25-ամյակը

Պետականության կայացման թիվ մեկ երաշխավորը բանակն է: Մենք ունենք պետություն, և դա առաջին հերթին՝ շնորհիվ հայկական կայացած բանակի է: «Արմենպրես»-ի հետ զրույցում նման կարծիք հայտնեց ԵՊՀ միջազգային հարաբերությունների ֆակուլտետի քաղաքական ինստիտուտների և գործընթացների ամբիոնի վարիչ, քաղաքագետ Գարիկ Քեռյանը` անդրադառնալով բանակի անցած ուղուն:
«Եթե մենք չունենայինք բանակ, որը կկարողանար դառնալ կիսապատերազմական վիճակում գտնվող պետության անվտանգության երաշխավորը, բնականաբար, Հայաստանի երրորդ հանրապետությունն այսօր գոյություն ունենալ չէր կարող: Այս առումով գնահատականը միանշանակ է` մենք ունենք կայացած բանակ»,-ասաց Գարիկ Քեռյանը:
Քաղաքագետը նշեց, որ այսօր բանակը կատարյալ դարձնելու խնդիր կա: Հայաստանը` որպես նորաստեղծ պետություն, պետք է աշխատի այնպես անել, որ մեր բանակը կատարելագործվի: Ըստ նրա` «կատարելագործվել» բառը չպետք է հնչի վերացական, պետք է ամեն ջանք գործադրել` հասնելու սահմանված չափանիշներին` առաջին հերթին կոռուպցիայի բացակայություն, ոչ կանոնադրական հարաբերությունների բացառում, արդիական զինտեխնիկայի առկայություն և, ամենակարևորը, բանակի չխառնվելը քաղաքական գործընթացներին:
«Որոշ հարցերում հաջողություններ կան, որոշ դեպքերում դեռևս իրավիճակը կատարյալ չէ: Հետևաբար, առաջիկա տասնամյակներում պետք է հասնենք դրան: Բայց, այն որ բանակը մեր պետականության հիմնաքարն է և գոյության երաշխավորը, այստեղ այլ կարծիք լինել չի կարող»,-հավելեց քաղաքագետը:
Գարիկ Քեռյանը նշեց, որ աշխատանքներ պետք է տարվեն բանակ-հասարակություն կապն ամրապնդելու ուղղությամբ: Ըստ նրա` բանակի նկատմամբ քաղաքացիական վերահսկողության մեխանիզմները դեռևս անկատար են:
Քաղաքագետն ընդգծեց, որ հասարակությունը դժվարին պահերին բանակի կողքին է եղել: «Ապրիլյան պատերազմը դա ապացուցեց: Եթե մինչ այդ շատերը մտածում էին, թե պատերազմի դեպքում ինչ է լինելու, ապա ապրիլին տեղի ունեցած ռազմական գործողությունները ցույց տվեցին, որ ցանկացած պահի հասարակությունը պատրաստ է կանգնել բանակի կողքին: Դրանից բացի, ապրիլյան պատերազմը ցույց տվեց, որ ունենք փայլուն, մարտունակ զինվորներ»,-հավելեց նա:
Հայաստանի Հանրապետությունը եւ աշխարհասփյուռ հայությունը հունվարի 28-ին նշում են հայկական բանակի կազմավորման 25-ամյա տարեդարձը: Հայոց բանակի կազմավորումը տեղի է ունեցել 1992-1994թթ., երբ արդեն անկախ Հայաստանի Հանրապետությունը, Լեռնային Ղարաբաղի Հանրապետության հետ, գտնվելով չհայտարարված, բայց փաստացի պատերազմի մեջ Ադրբեջանի հետ, միաժամանակ ձեռնամուխ եղավ նաև ազգային բանակի ստեղծմանը: Հայկական բանակի ստեղծման հարցում, սակայն վճռորոշ դեր խաղաց 1990-ի անկախության հռչակագիրը, որով ազդարարվեց Հայաստանի փաստացի անկախությունը և որով նոր իրավական և գործնական հեռանկարներ բացեց ազգային բանակի ստեղծման հարցում:
