«Ֆիթչը» լավատեսական սպասումներ ունի Հայաստանի տնտեսության նկատմամբ

«Ֆիթչ» միջազգային վարկանիշային ընկերությունը լավատեսական սպասումներ ունի Հայաստանի այս տարվա տնտեսական աճի վերաբերյալ։ Ակնկալում է իրավիճակի կայունացում և ավելի բարձր աճի ապահովում։
 
Թեև դեռևս չեն ամփոփվել անցած տարվա տնտեսական աճի ցուցանիշները, այնուհանդերձ «Ֆիթչի» փորձագետների գնահատումներով, 2016 թ. համար Հայաստանում ՀՆԱ աճը կկազմի 0,8%։ Տնտեսական ակտիվության վրա բացասական ազդեցություն է թողել ներքին պահանջարկի կրճատումը։ Մի բան, ինչը պայմանավորվել է արտաքին հատվածից ստացվող ֆինանսական փոխանցումների կրճատմամբ։ Այնուհանդերձ «Ֆիթչի» փորձագետները համարում են, որ իրավիճակը առաջիկա երկու տարում աստիճանաբար կփոխվի՝ հանգեցնելով տնտեսական ցուցանիշների բարելավման։
 
Մասնավորապես 2017 թ. համար վարկանիշային կազմակերպությունն ակնկալում է 2,1% տնտեսական աճ։ Այս լավատեսությունը «Ֆիթչի» մասնագետները կապում են առաջին հերթին Ռուսաստանի տնտեսության հետ։ Ինչպես հայտնի է, երկու տարվա անընդմեջ անկումից հետո 2017 թ. միջազգային ֆինանսական կազմակերպությունները վերջապես ՌԴ–ում տնտեսական աճ են կանխատեսում։ Սպասվում է, որ դա կփոխանցվի նաև Հայաստանի տնտեսության մեջ։
 
Ակնկալվող տնտեսական աճին կօգնի նաև հումքային ապրանքների գների բարձրացումը։ Խոսքը բնականաբար պղնձի մասին է, որից մեծ է Հայաստանի տնտեսության և բյուջետային հատվածի կախվածությունը։
 
Նշենք, որ պղնձի գները միջազգային շուկաներում արդեն իսկ զգալիորեն բարձրացել են։ Կանխատեսվում է, որ այդ միտումը կշարունակվի պահպանվել նաև առաջիկայում։
Ներքին տնտեսական միջավայրում «Ֆիթչի» փորձագետները կայունության ապահովման համար դրական գործոն են համարում ֆինանսական շուկայում իրականացվող դրամավարկային քաղաքականությունը։ Դրան նպաստում է նաև պետական պարտքի երկար ժամկետայնությունը։ Չնայած այս հատվածում ռիսկային գործոն է դիտարկվում արտաքին պարտքի մեծությունը։
 
«Ֆիթչի» փորձագետների գնահատումներով, անհանգստացնող է նաև բյուջեի դեֆիցիտը։ Այս տարի կառավարությունը խնդիր ունի այն վերադարձնել նախընտրելի միջակայք, որը նախատեսվում է անել բյուջետային ծախսերի սահմանափակման միջոցով։ Որքան էլ դա դրական գործոն է երկրի ֆինանսական կայունության համար, այնուհանդերձ բացասական ազդեցություն է ունենում տնտեսության ակտիվության վրա։ Պատահական չէ, որ «Ֆիթչի» մասնագետները դրա հետ կապված ռիսկեր են տեսնում տնտեսական աճի համար։
 
Բացասական գործոնների թվում առանձնացվում է նաև բանկային համակարգի դոլարացման բարձր մակարդակը, թեև պետք է ասել, որ անցած տարի այդ առումով արձանագրվեցին դրական դրսևորումներով։
 
Առաջիկա քաղաքական իրադարձությունների հետ կապված վարկանիշային կազմակերպության մասնագետները Հայաստանում տնտեսական ուղղությունների նշանակալի փոփոխություններ չեն ակնկալում։ Ավելին, կանխատեսվում է, որ շարունակվելու է պահպանվել կայուն սոցիալական և քաղաքական իրավիճակը։ ԼՂՀ հետ կապված ևս չեն սպասվում այնպիսի երկարաժամկետ սրացումներ, որոնք կարող են ազդել Հայաստանի ֆինանսական և տնտեսական կայունության վրա։
