Ադրբեջանը տապալե՞լ է «Ղարաբաղ» օպերացիան. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Մի քանի օր առաջ Մոսկվայում կայացավ Ռուսաստանի և Ադրբեջանի ԱԳ ղեկավարների հանդիպումը: Մամեդյարովի այցը Մոսկվա նախապես համաձայնեցված էր, քանի որ ավելի վաղ Մոսկվա էր այցելել ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանը: Նման կարգի «դիվանագիտական սերիալն» առանց լուրջ պատճառների չի լինում: Եվ ռուսական Regnum կայքի քաղաքական վերլուծաբան Ստանիսլավ Տարասովը կարծում է, որ սեղանին դրված է քննարկման ենթակա նոր նախագիծ: Թերևս պատահական չէր, որ Մամեդյարովի այցի նախօրեին ադրբեջանցի քաղաքագետներից մեկը գրել էր, որ «նախապատրաստվում է նոր առաջարկների թեստավորում, որոնք կարող են կապված լինել ղարաբաղյան հարցում Ռուսաստանի և Ադրբեջանի ընդհանուր մոտեցման շուրջ հետագա քայլերի հետ: …Ուստիև կողմերից մեկի հետ հանդիպումը պահանջել էր հանդիպում նաև մյուս կողմի հետ»:
Թե խոսքը ինչ նոր նախագծի մասին է, դժվար է ասել: Բայց այդ դիսկուրսում ուշագրավ էին Ադրբեջանի և Հայաստանի նախագահների հայտարարությունները: Զինծառայողների հետ հանդիպմանը Իլհամ Ալիևը հայտարարեց. «ԼՂ հակամարտության լուծումը պարզ է: Առաջին` Ադրբեջանի տարածքային ամբողջականությունը պետք է վերականգնվի: Երկրորդ` ԼՂ–ին անկախություն երբեք չի տրամադրվի»: Իր հերթին ՀՀ նախագահը հնչեցրեց իր «մոտեցումները». «Մեզ համար կարևոր է ԼՂ կարգավիճակի որոշումը, որպեսզի լինի այնպիսի կարգավիճակ, որը Ղարաբաղի ժողովրդին հնարավորություն կտա հավերժ ապրել իր հողի վրա»: Նա հիշեցրեց, որ Մադրիդյան սկզբունքների առաջին կետն ասում է` Ղարաբաղի կարգավիճակը պետք է որոշի Ղարաբաղի ժողովուրդը: Այսինքն, մինչև չորոշվի ԼՂ կարգավիճակի հարցը, հարակից տարածքների վերադարձի մասին խոսք լինել չի կարող: Այս առիթով նշենք, որ նախկինում ԵԱՀԿ Մինսկի խմբի շրջանակներում քննարկումներն ընթացել են կետերի կատարման հերթականության շուրջ:
Ս. Տարասովը չի բացառում, որ Մոսկվան Բաքվին ու Երևանին առաջարկել է անցկացնել համաժամանակյա գործողություններ, որոնք նախատեսվել են Մադրիդյան սկզբունքներով` որոշ շրջանների վերադարձ` ԼՂ կարգավիճակի դիմաց: Որպես միջանկյալ որոշում նախատեսվել է Վիեննայի և Սանկտ–Պետերբուրգի պայմանավորվածությունների իրավաբանական ձևակերպումը: Հենց այդ հարցերը կարող էին դառնալ բանակցությունների առարկա Ալիև–Սարգսյան գագաթաժողովներում: Բայց հիմա ակնհայտ է, որ «պլան–նախագիծը» հեռու է իրականացումից: «Ղարաբաղ» օպերացիան տապալվել է: Ի՞նչ կլինի հետո:
Ըստ Տարասովի` Բաքուն մի կողմից փորձում է առավելագույնս ինտեգրվել Մոսկվա–Անկարա դաշինքին, որը ձևավորվել է սիրիական ուղղությամբ, որպեսզի այդ ձևաչափում խաղարկի ղարաբաղյան հարցը, մյուս կողմից՝ ցանկանում է փորձարկել ԱՄՆ նորընտիր նախագահ Թրամփի դիրքերը: Մի բան է, եթե Վաշինգտոնը Իրանը դիտարկի որպես Մերձավոր Արևելքում գրոհի թիրախ և սկսի մեծացնել իր քաղաքական, հնարավոր է, նաև ռազմական ներկայությունը Ադրբեջանում` ի հակակշիռ ՀԱՊԿ–ի, որի անդամ է Հայաստանը: Մեկ այլ բան է բախվել հետխորհրդային տարածքում Մոսկվայի դիրքերի ամրապնդման հեռանկարին: Այդ ժամանակ անհրաժեշտ կլինի Հայաստանին «դուրս մղել» Իրանի հետ հարաբերություններից, դառնալ գլխավոր «կամուրջ» Մոսկվայի ու Թեհրանի միջև` պահպանելով, սակայն, Անկարայի հետ ռազմավարական դաշնակցությունը: Չի կարելի բացառել նաև այն, որ ի հեճուկս իր հայտարարությունների Վաշինգտոնը կկարգավորի հարաբերություններն Իրանի հետ, որպեսզի Անկարայի հետ միասին Սիրիայում Մոսկվային «պատին դեմ տա»: Ամեն ինչ էլ հնարավոր է: Ինչ էլ լինի, Մոսկվան կսկսի ավելի հստակ կողմնորոշվել Անդրկովկասում իր առաջնահերթությունների հարցում:
