Հարկերի հավաքագրման դինամիկան փոխել է ուղղությունը

Անցած տարվա վերջի երկու ամիսներին բյուջեի հարկային եկամուտների հավաքագրման իրավիճակը բավականաչափ բարելավվել է։ Չորս ամսվա անընդմեջ անկումից հետո նոյեմբեր–դեկտեմբերին հաջողվել է 13,7 մլրդ դրամով ավելի շատ հարկ հավաքել, քան նախորդ տարվա նույն ժամանակահատվածում։ Ավելին, պետեկամուտների կոմիտեի հրապարակած տվյալներով, դեկտեմբերին ապահովվել է հարկային մուտքերի աննախադեպ աճ։
 
 
Դրանք կազմել են ավելի քան 103,8 մլրդ դրամ։ Նախկինում Հայաստանում երբևէ նման քանակությամբ հարկ չէր հաջողվել հավաքել։ Առավելագույն մուտքերը՝ շուրջ 100 մլրդ դրամի չափով, մինչ այդ արձանագրվել էին ապրիլին։
 
 
Նոյեմբեր–դեկտեմբերի հավաքագրումների բարելավումը հնարավորություն տվեց որոշ չափով կրճատել բյուջեի թերհավաքագրումը, որը արձանագրվել էր տարեսկզբից սկսված։ Եթե մինչ այդ հարկային հավաքագրումները զիջում էին նախորդ տարվա մակարդակը, ապա տարեվերջի երկու ամիսների ակտիվությունը թույլ տվեց որպեսզի տարին փակվի 13 մլրդ դրամ աճով։
 
 
Տարեվերջին հարկային եկամուտների հավաքագրման ոլորտում արձանագրված միտումները դրական սպասումներ են ձևավորել այն առումով, որ երկու տարվա անընդմեջ թերակատարումից հետո 2017 թ. վերջապես կհաջողվի ապահովել բյուջեի նախատեսված եկամուտները։ Դրա համար որոշակի հիմքեր են ձևավորվել ինչպես արտաքին, այնպես էլ ներքին միջավայրում։
 
 
Արտաքին հատվածում նկատվում է հանքահումքային ապրանքների, մասնավորապես պղնձի գների որոշակի աճ։ Այժմ միջազգային շուկայում պղինձը գրեթե 1000–1200 դոլարով ավելի թանկ է գնանշվում, քան 2016 թ. նույն ժամանակահատվածում։ Վերջին երկու–երկուսուկես ամիսներին այն հիմնականում տատանվում է 5,6–5,8 հազար դոլարի սահմաններում։ Մինչդեռ անցած տարվա սկզբին գները 4,4–4,6 հազարի շրջակայքում էին։
 
 
Ներքին տնտեսական միջավայրում ևս վերջին շրջանում ակտիվ քայլեր են արվում բյուջեի եկամուտների հավաքագրման արդյունավետությունը բարձրացնելու ուղղությամբ։ Մասնավորապես փորձ է արվում ստեղծել համագործակցության նոր մշակույթ՝ հարկատուների կողմից կամավորության սկզբունքով իրենց պարտավորությունների բարեխիղճ կատարման համար։
 
 
Մյուս կողմից՝ պետեկամուտների կոմիտեն գնում է ստվերի դեմ պայքարի ակտիվացման։ Իրականացվում է, այսպես կոչված, ստվերի անձնագրավորում։ Խոշոր բիզնեսից բացի, դրանում ներառվել են նաև 2016 թ. գործունեության արդյունքներով մինչև 100 մլն դրամի շրջանառություն հայտարարագրած հարկատուները։
 
 
Ստվերային անձնագրման միջոցով պետեկամուտների կոմիտեն մտադիր է գնահատել յուրաքանչյուր հարկատուի մոտ առկա ռիսկերը և տալ ինքնակամ շտկելու հնարավորություն։ Նախատեսվում է վարչական միջամտություն կիրառել միայն ընդառաջ քայլ չկատարելու դեպքում։
