Առաջնայինը արտահանումը ՀՆԱ 40–45%–ի հասցնելն է

Հայաստանը փոքր ներքին շուկա ունեցող երկիր է և պարտադրված է իր զարգացման մոդելը կառուցել արտահանմամբ պայմանավորված տնտեսական աճի վրա։ Հաշվի առնելով այդ հանգամանքը՝ կառավարությունը թիրախային ցուցանիշ է ընտրել արտահանումը ՀՆԱ–ում 40–45%–ի հասցնելու նպատակադրումը:
 
 
Անցած տարի Հայաստանից արտահանումը վերջին տարիների համար ռեկորդային` ավելի քան 21% աճ արձանագրեց։ Դրանով հանդերձ, արտահանումը համախառն ներքին արդյունքի մեջ դեռևս փոքր տեսակարար կշիռ է կազմում։ 2016 թ. արդյունքներով այն որոշ չափով բարելավվել է, սակայն շարունակում է ցածր մնալ՝ ընդամենը 18%։
 
 
Կառավարությունն ակնկալում է նեղ ուղղվածությամբ արտահանող տնտեսությունից անցնել դիվերսիֆիկացված, արտահանման խթանման ենթակառուցվածքներով ապահովված, արտաքին, առաջին հերթին՝ հարևան շուկաների պահանջարկին արագ արձագանքող տնտեսության:
 
 
Նախանշված խնդրի լուծման և արտահանմանն աջակցելու նպատակով աշխատանքներ են տարվում մինչ այժմ չօգտագործված հնարավորությունների բացահայտման ուղղությամբ՝ նպատակ ունենալով անհրաժեշտ հիմքեր ստեղծել արտահանման նոր շուկաներ ներթափանցելու, առկա շուկաներում դիրքերը ամրապնդելու և ընդլայնելու համար։
 
 
ԵԱՏՄ շուկաներ հայաստանյան ապրանքատեսակների արտահանման խնդիրներին օպերատիվ լուծումներ տալու նպատակով ձևավորվել է աշխատանքային խումբ՝ Վերին Լարս մաքսային կետի և Հայաստանի համապատասխան կառույցների մասնակցությամբ։ Գաղտնիք չէ, որ Լարսի անցակետը կուտակումների հետևանքով երբեմն լուրջ խոչընդոտներ է ստեղծում հայաստանյան բեռնափոխադրողների համար։
 
 
Մինչ Եվրասիական տնտեսական տարածքում ամեն ինչ կարծես պարզ է՝ կառավարությունը մտադիր է արտահանման դիվերսիֆիկացման խնդիրները լուծել Իրանի և մի շարք այլ տարածաշրջանային երկրների հաշվին։
 
 
Մասնավորապես բանակցություններ են տարվում Իրանի ստանդարտների և արդյունաբերական հետազոտությունների ինստիտուտի հետ՝ Հայաստանում կատարված սերտիֆիկացման արդյունքներն այս երկրի շուկայում ճանաչելի դարձնելու համար: Աշխատանքներ են տարվում նաև Իրանի հետ սահմանագծին ազատ տնտեսական գոտու ձևավորման ուղղությամբ։ Մշակվել են ազատ տնտեսական գոտու ստեղծման հայեցակարգային մոտեցումները և գործարար ծրագիրը։ Սկսվել է պոտենցիալ կազմակերպիչների նախնական առաջարկների հավաքագրման գործընթացը։ Ակնկալվում է, որ մինչև ապրիլ կմեկնարկեն ազատ տնտեսական գոտու ստեղծման աշխատանքները։
Հայկական գյուղմթերքի և սննդամթերքի իրացման համար լավ շուկա կարող է դառնալ Արաբական Միացյալ Էմիրությունները, որի հետ ձեռք են բերվել արտահանման պայմանավորվածություններ։
 
 
Վերազգային կորպորացիաների հետ քննարկվում են վերջիններիս ցանցերում հայկական արտադրանքի ներկայացվածությունն ապահովելու ուղիները:
 
 
Սրանք այն ոչ բոլոր քայլերն են, որոնք կառավարությունը փորձում է իրականացնել հայկական ապրանքների արտահանման ընդլայնման և իրացման շուկաների դիվերսիֆիկացման ուղղությամբ։ Դրանց արդյունքների մասին հնարավոր կլինի խոսել արդեն այս տարվա ընթացքում։
