Հարգելի պարոն նախագահ,
2016թ․ հուլիսի 3-ին Տավուշի մարզում տեղակայված զորամասի մարտական հենակետում, ըստ պաշտոնական վարկածի, հայտնաբերվել է որդուս՝ նշված զորամասի պարտադիր ժամկետային զինծառայող Արսեն Արթուրի Մխիթարյանի դին՝ ծնոտի շրջանում մահացու հրազենային վնասվածքով:
Դեպքից անցել է շուրջ 7 ամիս, սակայն հանցագործությունը մինչ օրս բացահայտված չէ։
Ես վստահ եմ, որ որդուս մահվան գործում կան մեղավորներ։ 
Անցած 7 ամիսների ընթացքում այդ մասին մի քանի անգամ մանրամասն կերպով հայտնել ենք նախաքննության մարմնին։ Ավելին՝ հայտնել ենք կոնկրետ անձանց անուններ, ովքեր, իմ խորին համոզմամբ, առնչություն ունեն իմ որդու մահվան գործում, սակայն ապարդյուն։ Որևէ առաջընթաց չկա։
Դեպքի առթիվ հարուցված քրեական գործը սկզբում գտնվում էր ՀՀ ՔԿ ԶՔԳՎ 6-րդ կայազորային քննչական բաժնի վարույթում, սակայն, նկատի ունենալով, որ այդ մարմնի կողմից չեն կատարվում բավարար քայլեր հանցագործությունը բացահայտելու ուղղությամբ, մեր պահանջով գործի հետագա վարույթը տեղափոխվեց ՀՀ ՔԿ ԶՔԳՎ հատկապես կարևոր գործերի վարչություն, սակայն կրկին արդյունք չկա։
Իսկապես անհասկանալի է նախաքննություն իրականացնող մարմնի որդեգրած վարքագիծը հանցագործության բացահայտման գործում, քանի որ որևէ էական տեղաշարժ այս ժամանակահատվածում չի նկատվում իրականությունը պարզելու գործում, հակառակը, գնալով մարում են այն նվազագույն հույսերը, որ կային մինչ այդ։

Հարգելի պարոն նախագահ,
Անցած 7 ամիսների ընթացքում հանդիպել եմ թե՛ նախկին, թե՛ գործող պաշտպանության նախարարներին։ Ոչ մի հուսադրող պատասխան՝ ձևական մխիթարանքից բացի։
Ինձ համար այդպես էլ հանելուկ մնաց, թե այդ ինչպես ստացվեց, որ որդուս մահից անմիջապես հետո նրա զորամասի հրամանատար Սամվել Մինասյանին նշանակեցին ավելի բարձր պաշտոնի, իսկ հենակետի ավագ Արամ Ղազարյանին շնորհեցին սերժանտի կոչում։
Այս ամենը բավարար էր, որպեսզի կորցնեմ իմ հավատն ու վստահությունը իրավապահ մարմինների և պաշտպանության նախարարության հանդեպ։

Հարգելի պարոն նախագահ, 
Ես կորցրել եմ իմ միակ որդուն և ցանկանում եմ իմանալ ճշմարտությունը, թե ով կամ ովքեր են մեղավոր նրա մահվան գործում։
Ես իմ բողոքի ձայնն եմ բարձրացնում ստեղծված իրավիճակի կապակցությամբ, գտնում եմ, որ այն, ինչ կատարվում է որդուս մահվան գործով, ոչ միայն արդարացի չէ, այլև բարոյական չէ։
Այլ ելք չունենալով և հաշվի առնելով կատարված հանցագործության ծանրությունն ու հետևանքները՝ դիմում եմ Ձեզ՝ որպես գերագույն գլխավոր հրամանատարի՝ խնդրելով և պահանջելով համապատասխան հանձնարարականներ տալ իրավասու մարմիններին՝ իրականացնելու ՀՀ օրենսդրությամբ սահմանված բոլոր միջոցառումները՝ բացահայտելու հանցագործությունը, որի արդյունքում, վստահ եմ, բոլոր մեղավորները կենթարկվեն քրեական պատասխանատվության՝ անկախ նրանից, թե ովքեր են նրանք։

Հակառակ պարագայում նախաքննության մարմնի այսպիսի վարքագծի դրսևորման արդյունքում հանցագործությունը չի բացահայտվի, հնարավոր հանցագործները կմնան ազատության մեջ, որի հետևանքով կխաթարվի ոչ միայն հավատը պետության ու արդարադատության նկատմամբ, այլև կանարգվի որդուս հիշատակը։
