Կստուգվի ՀՀ Ազգային ժողովի պատգամավորի թեկնածուի հայերենի իմացությունը

 ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանը հրաման է ստորագրել «Որպես Ազգային ժողովի պատգամավորի թեկնածու առաջադրվող քաղաքացու՝ հայերենին տիրապետելու հանգամանքը հավաստող ավարտական փաստաթղթի բացակայության դեպքում հայերենին տիրապետելու հանգամանքի ստուգման կարգը հաստատելու մասին»: Հրամանի համար հիմք է հանդիսացել ՀՀ ընտրա կան օրենսգրքի 80-րդ հոդվածի 3-րդ մասը, որտեղ ԱԺ պատգամավոր ընտրվելու համար, ի թիվս այլ չափանիշների, սահմանվել է նաև հայերենին տիրապետելու պահանջ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ կրթության և գիտության նախարարության հասարակայնության հետ կապերի և տեղեկատվության վարչությունից:

 Հոդվածի 3-րդ մասը սահմանում է. «Հայերենին տիրապետելու հանգամանքը հավաստվում է ուսումնական հաստատություններում հայերենով կրթություն ստացած կամ կրթական ծրագրերով նախատեսված հայոց լեզու առարկայի ուսումնառությունն ավարտած և ամփոփիչ ատեստավորում անցած լինելու վերաբերյալ ուսումնական հաստատությունների կողմից տրված ավարտական փաստաթղթով (վկայական, ատեստատ, դիպլոմ): Հայերենին տիրապետելու հանգամանքը հավաստող ավարտական փաստաթղթի բացակայության դեպքում հայերենին տիրապետելու հանգամանքը ստուգվում է Հայաստանի Հանրապետության կրթութ յան և գիտության նախարարության սահմանած կարգով, որը պետք է նախատեսի հայերենին տիրապետելու հանգամանքի ստուգման ողջամիտ, օբյեկտիվ չափորոշիչներ, ինչպես նաև գործընթացի վերահսկողության ընթացակարգեր: Ստուգման արդյունքները եռօրյա ժամկետում կարող են բողոքարկվել դատարան»:

Համաձայն հաստատված կարգի` Ազգային ժողովի պատգամավորի թեկնածու առաջադրվող քաղաքացու` հայերենին տիրապետելու հանգամանքի ստուգումն իրականացվում է թեստավորման միջոցով, որի արդյունքում տրվում է համապատասխան տեղեկանք: Ըստ կարգի` տեղեկանք ստանալու համար քաղաքացին պետք է դիմի ՀՀ կրթության և գիտության նախարարություն:
