«Հայկական ժամանակ» թերթը գրում է. «Արդեն երկու օր լայն քաննարկման առարկա է՝ արդյոք վարչապետ Կարեն Կարապետյանը կարող է մասնակցել է 2017-ի խորհրդարանական ընտրություններին, թե՝ ոչ: Սույն հարցին «Հայկական ժամանակը» անդրադարձել էր դեռևս նոյեմբերին:

Մասնավորապես գրել էինք, որ Սահմանադրության պահանջով պատգամավոր կարող է դառնալ անձը, ով վերջին 4 տարին բնակվել է Հայաստանի Հանրապետությունում, իսկ Կարեն Կարապետյանն, ինչպես հայնտի է 2011-2016 թթ. եղել է «Գազպրոմբանկ» ԲԲԸ առաջին փոխնախագահը, 2012 թվականից էլ «Գազպրոմ Մեժրեգիոնգազ» ընկերության գլխավոր տնօրենի տեղակալ:

Նախօրեին Արմեն Աշոտյանը ծավալուն հարցազրույց էր տվել, որի ամբողջ ասելիքն այն էր, որ առաջիկա ընտրություններն այնքան կարևոր են Հայաստանի համար, որ ոչ մի պարագայում չպետք է ստվեր գցել դրանց օրինականության վրա:

Ուստի, եթե համապատասխան իրավական ընթացակարգով պարզվի, որ Կարեն Կարապետյանը վերջին 4 տարում չի բնակվել Հայաստանում, նա չի ընդգրկվի ՀՀԿ-ի ցուցակում: Նույն բանն ասել էր նաև ՀՀԿ կազմակերպչական հանձնաժողովի նախագահ Ռուբեն Թադևոսյանը:

Եթե իրադարաձություններն այսպես զարգանան և ՀՀԿ-ի հաղթանակի դեպքում Կարապետյանը շարունակի զբաղեցնել վարչապետի պաշտոնը, դա միևնույն է, կարող է տևել մինչև 2018-ի ապրիլ:

Բանն այն է, որ նոր Սահմանադրությամբ 148 հովածում (որն ուժի մեջ է մտնում 2018 թվականի ապրիլին) ասվում է, որ կառավարության անդամը, նաև վարչապետը պետք է բավարարի պատգամավորի վրա տարածվող պահանջներին: Սա նշանակում է, որ 2018-ի ապրիլից վարչապետը պետք է վերջին չորս տարում մշտապես բնակված լինի ՀՀ-ում՝ բնակության ցենզի հաշվարկն էլ պետք է կատարվի նույն կարգով, ինչ պատգամավորի դեպքում:

Այսինքն՝ դե յուրե 2018-ի ապրիլին, երբ նոր Սահմանադրությունն ամբողջությամբ ուժի մեջ կմտնի և վարչապետը կդառնա երկրի առաջին դեմք, Կարապետյանը չի կարող դառնալ ՀՀ վարչապետ, որովհետև վերջին չորս տարում մշտապես չի բնակվում Հայաստանում:

Կարեն Կարապետյանի արձագանքից նկատելի է, որ Հայաստան գալիս նա ըստ էության չի իմացել այս պրոբլեմի գոյության մասին: Բայց քիչ հավանական է, որ այդ մասին իմացած չլինի Սերժ Սարգսյանը:

Վերջինս թերևս այս հաշվարկով է Կարեն Կարապետյանին Հայաստան կանչել. նրան պետության գլուխ դառնալու հույսերով հրավիրել Հայաստան, նրա պոզիտիվ իմիջի և Ռուսաստանում դրական ընկալման հաշվին ապահովել ՀՀԿ-ի վերարտադրությունը, և վճռական պահին Կարապետյանին հայտնել  ճշմարտությունը: Հենց այդտեղ էլ կվերանա վերջին խոչընդոտը՝ 2018-ին վարչապետ դառնալու Սերժ Սարգսյանի ծրագրերի համար»:
