Շաքիի ջրվեժը զբոսաշրջիկների համար կգործի բնականոն ռեժիմով

Հունվարի 13-ին ՀՀ բնապահպանության նախարարությունում կայացել է քննարկում Շաքիի ջրվեժի և «Շաքի ՓՀԷԿ»-ի խնդրի կարգավորման վերաբերյալ, որը վարել է բնապահպանության նախարար Արծվիկ Մինասյանը: Ինչպես տեղեկացրին ՀՀ բնապահպանության նախարարությունից, քննարկմանը մասնակցել են ՀՀ բնապահպանության և տնտեսական զարգացման և ներդրումների նախարարությունների համապատասխան ս տորաբաժանումների պատասխանատուներ, Հանրային ծառայությունները կարգավորող հանձնաժողովի անդամներ, Զբոսաշրջության պետական կոմիտեի նախագահի պաշտոնակատարը, հասարակական կազմակերպությունների ներկայացուցիչներ, «Շաքի ՓՀԷԿ»-ի համասեփականատեր Աղասի Հակոբջանյանը:
Տարիներ շարունակ Շաքիի ջրվեժի և «Հակոբջանյան և Գալստյան» ՍՊԸ-ին պատկանող ՓՀԷԿ-ի խնդրահարույց հարցը մնում էր չլուծված, և հերթական քննարկման նպատակն այնպիսի լուծում գտնելն էր, որը և բնապահպանական, և տնտեսական առումով կարող է համարվել հաջողված:
Ներկայացնելով ՀՀ բնապահպանության նախարարության վերահսկողական գործառույթի շրջանակներում իրականացված միջոցառումները` Բնապահպանական պետական տեսչության պետ Հակոբ Գալստյանը ներկայացրել է «Հակոբջանյանի և Գալստյանի ՀԷԿ» ՍՊԸ-ում 2016 թվականի հոկտեմբերի 31-ին կատարված ստուգումների արդյունքները, համաձայն որոնց, բացահայտվել է, որ 2015 թվականի մայիսին ընկերությանը տրվել է ՋԹ 1500 լ/վրկ. ՓՀԷԿ-ի շահագործման համար և այս ջրաքանակի շահագործման դեպքում արդեն չի պահպանվում ջրվեժի համար անհրաժեշտ էկոլոգիական թողքը /200 լ/վրկ/:Ստուգմամբ հանձնարարվել է ընկերությանը դիմել ՀՀ բնապահպանության նախարարություն` վերանայելու իրեն տրված ջրօգտագործման թույլտվության պայմանները: «Շաքի ՓՀԷԿ»-ի համասեփականատեր Աղասի Հակոբջանյանը ներկայացրել է ընկերության կատարած աշխատանքը, ներդրումային ծրագրերը, որոնց երկրորդ փուլն ընթացքի մեջ է: «Պատրաստակամ եմ անվերապահորեն կատարել այն որոշումը, որն այսօր կկայացվի»,- նշել է Աղասի Հակոբջանյանը:
Բնապահպանության նախարար Արծվիկ Մինասյանը նշել է, որ որոշումը բալանսավորված պետք է լինի և´ բնապահպանական, և´ տնտեսական առումով և առաջարկել քննարկման թեմա դարձնել ջրօգտագործման թույլտվության այնպիսի ռեժիմը, որն օրվա ցերեկային ժամերին հնարավորություն կտա ջրահոսքն ամբողջությամբ ուղղել դեպի ջրվեժ, իսկ գիշերը՝ դեպի ՓՀԷԿ-ը: «Այնպիսի իրավիճակ է, որ եթե անգամ ՓՀԷԿ-ը պահպաներ էկոլոգիական թողքը, միևնույն է չէինք ունենա լիարժեք թողք, խոսքը՝ ջրվեժի առաջացման, ամբողջական բնապատկեր ունենալու և ջրվեժի ամբողջ ներուժն օգտագործելու մ ասին»,- նշել է նախարարը: Առաջարկը հավանության է արժանացել նաև «Շաքի ՓՀԷԿ»-ի համասեփականատիրոջ կողմից: Արծվիկ Մինասյանը հանձնարարել է սեղմ ժամկետում պատրաստել և հաստատել ՓՀԷԿ-ի ցերեկային և գիշերային ժամերի աշխատանքների կառավարման նախագիծը:
Անդրադարձ է եղել տարածքում զբոսաշրջության զարգացման տարբերակներին, ներդրումների խրախուսման և բիզնես ծրագրին աջակցության նպատակով արտոնությունների տրամադրման հնարավորություններին, այդ թվում, ներմուծվող ապրանքների համար մաքսատուրքից ազատում և ԱԱՀ հետաձգում, այս մասին տեղեկացրել է տնտեսական զարգացման և ներդրումների նախարարության աշխատակազմի ներդրումային քաղաքականության վարչության պետ Վահագն Լալայանը: Նախարար Արծվիկ Մինասյանը վստահեցրել է, որ օժանդակություն կլինի ծրագրի լիարժեք իրականացման և այն կյանքի կոչելու համար:
