«Ժամանակ» թերթը գրում է. «ԱՄՆ պաշտպանության նախարարի՝ Ռուսաստանի, Ուկրաինայի եւ Եվրասիայի հարցերով օգնականի տեղակալ Էվելին Ֆարկասը Բաքվում պատասխանելով Լեռնային Ղարաբաղում ռուս խաղաղապահներ տեղակայելու հնարավորության մասին լրագրողների հարցին հայտարարել է, որ Ռուսաստանը ԵԱՀԿ Մինսկի խմբի մասնակից է, եւ, եթե ի հայտ գա նման պլան, ապա այն պետք է թափանցիկ ձեւով դիտարկվի Մինսկի խմբի բոլոր մասնակիցների կողմից։ Այս հայտարարությանն ի պատասխան Լեռնային Ղարաբաղի Խորհրդարանի նախկին պատգամավոր Վահան Բադասյանը մեզ հետ զրույցում արձագանքում է. «Լավ գիտենք եւ՛ Ամերիկայի, եւ՛ Ռուսաստանի խաղաղապահ ուժերին, թե տվյալ ժողովուրդների նկատմամբ ինչպիսի սեւ գործեր են կատարում։ Ժողովուրդը պետք է միահամուռ կերպով դեմ լինի խաղաղապահ ուժերի տեղակայմանը ԼՂՀ-ում ցանկացած դեպքում՝ լինի դա թափանցիկ, թե ոչ թափանցիկ»։ Բադասյանը շեշտում է՝ թեեւ Ֆարկասի զբաղեցրած պաշտոնը երկրորդական է, սակայն դա էական չէ, քանի որ նրա շուրթերով է հնչում ղեկավարության դիրքորոշումը։

«Իհարկե, Ռուսաստանը իրավունք չունի որպես հարցի կարգավորման համանախագահող կողմ խաղաղապահ զորք մտցնի։ Ռուսաստանի շահերը ոչնչով չի համընկնում Հայաստանի շահերին, պատմության ընթացքում երբեք չի եղել նման բան, Ռուսաստանը եղել է միշտ օկուպանտ եւ ամենակոշտ ձեւով մենք միշտ պատժվել ենք մեր հարեւանների կողմից։ Դա պատմությունն է վկայում։ Ես, օրինակ չեմ մոռացել «Օղակ» օպերացիան եւ շատ անարդարություններ։ Մենք ռուսական զորք արդեն տեսել ենք։ Ի վերջո, Ռուսաստանի անմիջական օգնությամբ եւ աջակցությամբ տեղի ունեցավ Ադրբեջանին զինումը եւ ոստիկանության հատուկ ջոկատների ստեղծումը, դրան հակառակ, նույնիսկ ղարաբաղցիների որսորդական հրացանների առգրավվումը, ես իմ կաշվի վրա եմ այդ ամենը զգացել ու տեսել»,- հիշեցրեց նախկին պատգամավորը։

Ինչ վերաբերում է ամերկացի պաշտոնյայի այն ակնարկին, որ այդ գործընթացը պետք է լինի թափանցիկ, Բադասյանն արձագանքեց կոշտ. «նման հայտարարություն անողներին ես ցույց կտամ երեք մատի կոնֆիգուրացիան, ոչ մեկ չպիտի թողնի, որ այստեղ տեղակայվի խաղաղապահ ուժեր, խաղաղապահ ուժն Արցախի բանակն է»։
