Ազգային ժողովի «Հայ ազգային կոնգրես» խմբակցության քարտուղար, ՀԱԿ փոխնախագահ Արամ Մանուկյանը 2016 թվականին ունեցած ամենամեծ ձախողումը երկրի տնտեսության գահավիժումն է համարում:э
«Արտաքին պարտքի մեծ չափը խայտառակություն է: Մենք արդեն ունենք 5.7 միլիարդ դոլարի պարտք, դա կազմում է մեր համախառն ներքին արդյունքի, մեր ամբողջ հարստության 55-56 տոկոսը, և այն կաճի մինչև 57 տոկոս: Սա նշանակում է, որ մենք լրիվ կործանման եզրին ենք առանց չափազանցության: Մեր երկիրն այլևս չունի զարգացման ռեսուրսներ, չի օգտագործում ոչ մի ռեսուրս, ձեռքերը գցել է պարտքն ավելացնելու վրա, ինչը կործանարար ճանապարհ է»,-Tert.am- հետ զրույցում ասաց պատգամավորը:
ՀԱԿ խմբակցության պատգամավորը ծիծաղելի է համարում նաև այն, որ հարկային եկամուտների չափը 2017-ին կազմելու է 0.3 տոկոս, այսինքն` 50 միլիոն դոլար.«50 միլիոն դոլա՞ր մի ամբողջ տարվա ընթացքում, մի ամբողջ երկիր այդքանո՞վ է ավելացնելու եկամուտը: Սա մի սովորական ձեռնարկության արդյունք կարող է լինել»:
Արամ Մանուկյանի խոսքով՝ իշխանություններն անգամ երկիրը ստեղծված իրավիճակից դուրս հանելու ճանապարհը ցույց չեն տալիս: Ըստ նրա՝ քաղաքական կամքի բացակայության պատճառով է, որ տնտեսական փոփոխություն տեղի չի ունենում.«Կառավարության փոփոխությունից հետո էլ մենք համոզված էինք, որ չկա տնտեսական զարգացման հեռանկար, քաղաքական կամքի հարց է»:
Որպես փոփոխության հնարավորություն Արամ Մանուկյանը նշում է 2017թ. ապրիլին տեղի ունենալիք խորհրդարանական ընտրությունները.«Ապրիլի ընտրությունները պիտի լինեն քաղաքական լուրջ փոփոխության շանս, և միայն այդ դեպքում մեր երկիրը կարող է հույս ունենալ տնտեսական փոփոխության, բարգավաճման։ Այլ կերպ պատկերը մռայլ է, արտագաղթը քայքայելու է ու մեռցնելու է Հայաստանը»:
Ի պատասխան հարցի, թե հնարավոր է լինեն քաղաքական անակնկալներ, Արամ Մանուկյանն ասաց՝ ցանկալի է, որ լինեն.«Չկա զարգացման հայտ ներկայացնող մի երկիր, որտեղ մի կուսակցություն 20 տարի իշխանության լինի, ու տնտեսական զարգացում էլ չլինի»:
