ՀՀ կառավարությունը պետք  է  պայմաններ ստեղծի մասնավորի ներդրման համար, քանի որ միայն պետական միջոցների հաշվին ներդրում կատարելն արդյունավետ չէ:  Այս մասին Գյումրիում  դեկտեմբերի 30-ին նշեց   ՀՀ ֆինանսների նախարար Վարդան Արամյանը՝  անդրադառնալով Գյումրիին կառավարության կողմից տրամադրվող գումարնեÖ �ին: «Մշտապես կա ֆինանսների մեծ պահանջ: Մենք՝  նոր կառավարությունը, փորձում ենք մտածողությունը փոխել. ոչ միշտ է, որ կառավարության հաշվին պետք է ամբողջական փոխհատուցումներ տրվեն: Պետական միջոցների հաշվին ներդրումներ կատարելն արդյունավետ չէ: Եթե խոսենք Գյումրուն տրամադրվող  գումարի ՝  3 միլիարդ դրամի մասին, այո,  քիչ է, 10 միլիարդն էլ է քիչ, 100 միլիարդն էլ կարող է քիչ լինել՝ կախված նրանից, թե արդյունքում ինչ ենք ուզում: Արդյո՞ք պետական բյուջեն հնարավարություն ունի այդ ամբողջ բեռն իր վրա վերցնելու: Անշուշտ՝ ոչ, քանի որ շատ խնդիրնեÖ € կան բանակի հետ կապված, սոցիալական և այլն: Այս դեպքում ճիշտ է պայմաններ ստեղծել, որպեսզի մասնավորը շահագրգիռ լինի ներդրում կատարելու»,-նշեց Վարդան Արամյանը՝ փաստելով, որ համայնքը սեփական եկամուտներն է ունենալու: «Ինքը պետք է ունենա տնտեսական ակտիվություն և սեփական եկամուտներ՝ սա է ֆինանսական կայունության գրավականը»,-ավելացրեց  ՀՀ ֆինանսների նախարար Վարդան Արամյանը:

Խոսելով «Մարզերին հրատապ խնդիրների լուծման» ծրագրերի նորից իրականացման մասին՝ հանրապետության գլխավոր ֆինասիստը նշեց, որ ՀՀ կառավարությունը փորձելու է կրկին այդ ծրագիրն իրականացնել, բայց պետք է չափորոշիչներ սահմանել հրատապ խնդիրների համար՝  գումարը նպատակային իրացելու նպատակով: 

Լրագրողերի այն հարցին, թե արդյո՞ք ՀՀ ֆինասների նախարարը, անհրաժեշտության դեպքում, պատրաստ է տեղափոխվել Գյումրի, եթե նման որոշում կայացվի,  Վարդան Արամյանը հավաստեց,  որ անհրաժեշտության դեպքում պատրաստ է: «Ֆինանսների նախարարությունը պատրաստ է ամեն տեղ աշխատել՝ տեղանքը կարևոր չէ: Պետք է նայել միայն արդյունավետությանը, թե որքան արդյունավետ կլինի: Դա մտածելու հարց է: Այդ հարցը պետք է ճիշտ նախագծել, այն  ոչ թե պետք է  լինի ակտիվ ցանկություն, այլ արդյունավետ քայլ, որ պետական կառավարման մեջ խեղում չլինի»,-նշեց   Վարդան ԱրամյÕ �նը:
