«Առավոտ». ՀԱՊԿ գլխավոր քարտուղարի հարցը կձգձգվի մինչեւ Հայաստանի հերթն անցնի

«Առավոտ» թերթը գրում է. «Հայաստանի հետ կարող են վարվել այնպես, ինչպես ցանկանում են»,-մեզ հետ զրույցում ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցի հետաձգման փաստից այսպիսի հետեւություն արեց Քաղաքական եւ միջազգային հետազոտությունների հայկական կենտրոնի տնօրեն Աղասի Ենոքյանը:

Հիշեցնենք, որ 2015-ից ՀԱՊԿ գլխավոր քարտուղարի հարցը արդեն երրորդ անգամ է հետաձգվում: Պարոն Ենոքյանը վրդովվելով նշեց. «ՀՀ-ն ցույց է տվել, որ ՀԱՊԿ-ում ոչ թե ինքն է որոշում ընդունող, այլ իր հանդեպ որոշում ընդունող են»:

Մեր այն դիտարկմանը, այն, որ այս հարցում ընդհանուր հայտարարի չեն գալիս, վկայում է այն մասին, որ կառույցին անդամակցող երկրները ունեն շահերի բախում, պարոն Ենոքյանը պատասխանեց. «Կառույցը ռազմաքաղաքական է, եւ որոշումներն ընդունվում ու պարտադրվում են ՀՀ զինված ուժերին. միացյալ զորախումբը, ՀԱՊԿ միասնական համակարգը եւ բազմաթիվ այլ որոշումներ եւ դրանք մատուցվում են Հայաստանում: ՀՀ-ն այդտեղ լուրջ խոսք չունի ասելու:ՀՀ-ն որոշումներ ընդունելու քիչ մեխանիզմներ ունի»:

Ըստ Աղասի Ենոքյանի` ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցը կհետաձգվի այնքան ժամանակ, մինչեւ ՀՀ-ի հերթն անցնի, լինի այլ պետության հերթը, կամ այնքան ժամանակ, մինչեւ որոշումներն ընդունելու մեխանիզմները փոխվեն, եւ ակնհայտ կդառնա, որ ոչ թե ՀԱՊԿ-ի ընդհանուր որոշումներ են ընդունվում, այլ Պուտինի»:
