Պետական համակարգն օպտիմալացնելու վարչապետի հանձնարարականը մի բան էլ ուշացած էր

Արմեն Վարդանյանը ֆեյսբուքյան իր էջում գրում է.

Տեւական ժամանակ է, ինչ ընդդիմադիր քաղաքական գործիչներն ու մի շարք փորձագետներ քննարկում եւ քննադատում են վարչապետ Կարապետյանի այն հանձնարարականը, թե ավելորդ ծախսերը կրճատելու համար հարկավոր է հնարավորինս օպտիմալացնել պետական ապարատը:

Վարչապետի ընդդիմախոսները որպես պատճառաբանություն նշում են, թե էս նեղ մաջալին ինչպես կարելի է գործազուրկ դարձնել հարյուրավոր մարդկանց, ավելացնել սոցիալ-տնտեսական ծանր վիճակում գտնվող մարդկանց թիվը: Հատկապես ընդդիմադիր գործիչները կառավարությանն առաջարկում են նախ` զբաղվածության հարցը լուծել, հետո նոր` անցնել օպտիմալացմանը: Նրանք վստահաբար պնդում են` սա կնպաստի, որպեսզի ավելի շատ թվով քաղաքացիներ լքեն Հայաստանը:

Ինչ խոսք, պետական ապարատի օպտիմալացումը չէ, որ բյուջե փող բերելու ամենաառանցքային միջոցն է: Այն կազմում է չնչին տոկոս եւ դժվար թե կարողանա նպաստել մեր երկրի տնտեսության վերականգնմանը: Բյուջե փող բերելու համար այլ տարբերակներ կան, օրինակ` ստվերի կրճատումը:

Սակայն, կարծում եմ, այստեղ հարցը հարկավոր է դիտարկել միանգամայն այլ տեսանկյունից: Որեւէ մեկի համար գաղտնիք չէ, որ Հայաստանում պետական համակարգն արհեստականորեն ուռճացված է: Սա կարելի է պնդել բոլոր պետական գերատեսչությունների համար, որտեղ գործում են ոչ միայն գրեթե ոչնչով չզբաղվող ԾԻԳ-եր եւ ՊՈԱԿ-ներ, այլեւ չափազանց մեծ է վարչությունների աշխատակիցների թիվը: Փաստը մնում է փաստ, որ պետական գերատեսչությունների աշխատակիցների 90 տոկոսն աշխատանքի է ընդունվել քավորասանիկային սկզբունքով` որպես որեւէ մեկի օգնական: Որքան էլ զավեշտալի է, այդ օգնականներն էլ իրենց հերթին ունեն մի շարք օգնականներ:

Բազմիցս ականատես ենք եղել, թե ինչպես են պետական ապարատի մի շարք աշխատակիցներ իրենց աշխատանքային ժամերը մաշում սուրճի սեղանի շուրջ ոչ աշխատանքային զրույցի բռնվելով: Առավելագույնը, որ նրանք անում են, տարեկան մի երկու նամակ գրելն է, այսինքն` նրանց օգտակար գործողության գործակիցը մոտ է զրոյին, բայց ամեն ամիս մեր մուծած հարկերի հաշվին աշխատավարձ են ստանում սուրճ ըմպելու «ծանր» պարտականության համար: Այստեղ ամենանվաստացուցիչն այն է, որ պետական գերատեսչություններում կան որոշ մարդիկ, որոնք աշխատում են գերլարված գրաֆիկով, իրենց ուսերին տանում են ահռելի բեռ, մինչդեռ մյուսները պարզապես զբաղված են ժամավաճառությամբ:

Այդ իսկ պատճառով ամբողջովին կիսում եմ կառավարության այն տեսակետը, որ հարկավոր է աշխատանքից ազատել նման մարդկանց, որոնք, ըստ էության, զբաղված չեն որեւէ հանրօգուտ գործով: Թող ինձ ներեն օպտիմալացումը քննադատողները կամ օպտիմալացման ենթարկվածները, բայց ինձ համար այստեղ երկրորդական է դառնում որեւէ արժեք չստեղծող մարդուն գործազուրկ թողնելը: Այնպես որ, պետական համակարգն օպտիմալացնելու մասին վարչապետի հանձնարարականը, կարծում եմ, դեռ մի բան էլ ուշացած էր:
