Վարչատարածքային խնդիրների կարգավորման համար Դավիթ Լոքյանը կարեւորում է օրենսդրական բարեփոխումները

ՀՀ տարածքային կառավարման և զարգացման նախարարությունը 2016 թվականին իր առջև առանցքային նպատակներ է դրել, որոնց իրականացումն առաջիկա տարիներին լուրջ փոփոխություններ կարող է բերել երկրի վարչատարածքային խնդիրների կարգավորման հարցերում։ «Արմենպրես»-ի հաղորդմամբ՝ տարեվերջյան ամփոփիչ ասուլիսին նախարար Դավիթ Լոքյանը նաեւ շատ կարևորեց երեք օրենսդրական փոփոխություններ, որոնք ընդունվել են սույն թվականին. դրանք են Ֆինանսական համահարթեցման մասին, Տեղական տուրքերի և վճարների մասին և Տեղական ինքնակառավարման մասին օրենքներում փոփոխությունները։

Ֆինանսական համահարթեցման մասին ՀՀ օրենքով արդեն նախատեսվում է պետական բյուջեից համայնքներին համահարթեցման սկզբունքով տրամադրվող դոտացիաների բաշխման նոր մեխանիզմ, լրացուցիչ հաշվի առնելով համայնքների տրանսպորտային հասանելիությունը (մարզկենտրոն, Երևան), բարձրադիրությունը, համայնքում ընդգրկված բնակավայրերի քանակը, բնակչության տարիքային կազմը։ Անցումային էտապում հիմքում դրված է 2016 թ. փաստացի դոտացիայի ծավալից չնվազելու սկզբունքը, նոր տրամաբանությամբ բաշխվում է հավելաճը։

«ՀՀ Կառավարությունը յուրաքանչյուր տարի շուրջ 48 մլրդ դրամի չափով ֆինանսներ է հատկացնում ՀՀ համայնքներին, որպեսզի նրանք կարողանան ապահովել իրենց գործառույթները։ Նախկինում այն բաժանվում էր երկու հիմնական սկզբունքներով՝ տվյալ համայնքների հարկային բազաներ և տվյալ համայնքում ապրող մարդկանց թվաքանակ։ Այս երկու չափորոշիչով էր բաժանվում պետության կողմից տրված ֆինանսական հնարավորությունը»,- նշեց Լոքյանը։

Տեղական տուրքերի եւ վճարների մասին ՀՀ օրենքում փոփոխություն կատարելու մասին օրենքի նպատակն է հստակ սահմանել և տարանջատել «տեղական տուրքեր» եւ «տեղական վճարներ» հասկացությունները, վեր հանել տեղական տուրքերի եւ վճարների հետ կապված ՀՀ օրենսդրությունում առկա թերությունները եւ բացերը, միատեսակ մոտեցում ցուցաբերել տեղական տուրքերի եւ վճարների տեսակները եւ դրանց դրույքաչափերը սահմանելիս եւ հստակեցնել տեղական ինքնակառավարման մարմինների լիազորություններն այդ հարցում:

Իսկ Տեղական ինքնակառավարման մասին Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին օրենքը անդրադառնում է ինչպես Հայաստանի Հանրապետության 2015թ. Սահմանադրությունից բխող փոփոխություններին և լրացումներին, այնպես էլ առավել լայն մասշտաբով օրենսդրական կարգավորումների փոփոխություններին և լրացումներին:
