Բաբկեն Պիպոյան. «Փողոցում իրականացվող պայթուցիկների վաճառքն օրինախախտում է». «Փաստ»

«Փաստ» օրաթերթը գրում է.
Ամանորի մոտենալուն զուգահեռ փողոցում օր օրի ավելանում են տոնական հրավառությունների և պայթուցիկների վաճառակետերը: Մեծուփոքր առևտրի կենտրոնների կողքին հանգրվանել են այդ փոքրիկ վաճառքի կետերը: «Իրազեկ և պաշտպանված սպառող» ՀԿ–ի նախագահ Բաբկեն Պիպոյանը «Փաստի» հետ զրույցում նշեց, որ այս դեպքում ամբողջովին օրինախախտման հետ գործ ունենք, քանի որ փողոցային առևտուրը մեր երկրում արգելված է:
Հիշեցնենք, որ սրանից վեց տարի առաջ Երևանի նախկին քաղաքապետ, ներկայիս վարչապետ Կարեն Կարապետյանը փողոցային առևտուրը արգելող որոշում էր կայացրել:
Մասնագետի համոզմամբ, եթե շուկան վերահսկումից դուրս է, բնականաբար, պատկերն այսպիսին պիտի լինի:
«Շուկայում առկա մնացած խմբաքանակները պիտի վերահսկվեն շուկայի վերահսկման տեսչական մարմնի կողմից, բայց, ըստ էության, մենք այդ մարմինը վաղուց չունենք: Այսօր նրա գործունեությունը ձևական բնույթ է կրում, որովհետև այն ամբողջությամբ չէ կազմավորված: 10–12 հոգի մարդ է աշխատում, որոնք եկել են համակարգը վերականգնելու և ոչ թե համակարգը աշխատեցնելու համար: Բնականաբար, 10 հոգով չեն կարող 70 հոգու աշխատանք կատարել»,– նշեց Բաբկեն Պիպոյանը:
Հիշեցնենք, որ օրեր առաջ Երևանի ավագանու «Բարև Երևան» խմբակցության անդամ Անահիտ Բախշյանը հրագործական ապրանքների արտադրության և առևտրի վերաբերյալ նամակ էր հղել վարչապետին: Նամակում մասնավորապես ասվում էր, որ «Լիցենզավորման մասին» օրենքում փոփոխություններ կատարելուց հետ հրագործական ապրանքների արտադրությունը, ներմուծումը կամ առևտուրը, որպես լիցենզավորման ենթակա գործունեության տեսակ, հանվել է աղյուսակից: Վերջինս իր նամակում նշել էր, թե այդ դեպքում ինչու են այդ պայթուցիկներն ամենուրեք վաճառվում:
Բաբկեն Պիպոյանի խոսքով՝ լիցենզավորման ենթակա են մեծ հրավառություններ կազմակերպող ընկերությունները ու դրանց ապրանքները, այլ ոչ թե փողոցում վաճառքի հանված ձեռքի փոքր սալյուտները: Այդ ընկերությունները համապատասխան սարքերով տոնական միջոցառումներին, հարսանիքներին գնում են հրավառություն կազմակերպում և իրականացնում: «Լիցենզավորվող պայթուցիկներն ու այդ շուկան մի փոքր այլ հարթության մեջ են, այդ շուկայում կատարվող վաճառքը՝ այլ: Պայթուցիկները լիցենզավորման պրոցեսի մեջ չեն, ուրիշ բան, որ դրանք պիտի սերտիֆիկացվեն: Սակայն այս պահին դրանք անգամ պարտադիր սերտիֆիկացիայի մեջ չեն մտնում և դրանց նկատմամբ պիտի լինի համապատասխան վերահսկողություն ըստ ստանդարտի՝ տեխնիկական կանոնակարգի, որը կա, բայց վերահսկողությունը դրա նկատմամբ բացակայում է»,– հավելեց նա:
