Թրամփի ընտրած պետքարտուղարի նավթագազային անցյալը պրոադրբեջանական դիրքորոշման երաշխիք չէ

Մեր հյուրն է «Գլոբալիզացիայի և տարածաշրջանային համագործակցության վերլուծական կենտրոնի» ղեկավար Ստեփան Գրիգորյանը
– Դոնալդ Թրամփը պաշտոնապես հայտարարել է, որ պետքարտուղարի պաշտոնին նշանակելու է ExxonMobil նավթագազային ընկերության գլխավոր տնօրեն Ռեքս Թիլերսոնին: Այս նշանակումը ինչպե՞ս կարող է անդրադառնալ ԱՄՆ արտաքին քաղաքականության վրա, մասնավորապես Հարավային Կովկասում:
– Չգիտեմ, թե ով կարող է պատասխանել այդ հարցին` հաշվի առնելով, որ պետքարտուղար է նշանակվելու մի մարդ, որը խոշոր գործարար է և չունի քաղաքական կամ դիվանագիտական անցյալ: Նրա մասին հայտնի է, որ Ռուսաստանի հետ ունի լավ հարաբերություններ ու ինչ–որ միջոցառումների ժամանակ հանդիպել է Պուտինի հետ: Ուստի եղած տեղեկատվությունը չափազանց քիչ է` դատելու համար, թե նա ինչ քաղաքականություն կորդեգրի Սիրիայի կամ Ուկրաինայի, կամ էլ նույն Ռուսաստանի հարցում: Ինչ վերաբերում է Հարավային Կովկասին, ակնհայտ է, այս տարածաշրջանը ԱՄՆ–ի համար առաջնահերթ դեր չունի: Ուրեմն պետք է սպասենք, տեսնենք` ինչ է լինելու:
Երկրորդ` կասկած չունեմ, որ պաշտոնն ստանձնելուց հետո Թրամփի քաղաքականությունը լուրջ փոփոխությունների է ենթարկվելու: Օրինակ, նույն Թրամփը պատրաստ է ՌԴ–ի հետ համագործակցել: Դա վատ ցանկություն չէ, բայց պնդում եմ` որոշ ժամանակ անց նա շատ կոշտ քաղաքականություն կվարի Պուտինի ռեժիմի դեմ: Ինչո՞ւ: Նա ցանկանում է աշխատել այդ երկրի հետ, բայց չգիտի, թե ում հետ է գործ ունենալու: Երբ հանդիպի Պուտինի հետ և հասկանա, որ Պուտինը ոչ թե բանակցում է, այլ վերջնագրեր է ներկայացնում, նրա դիրքորոշումը կփոխվի: Իսկ ընդհանրապես Թրամփի նշանակած մարդկանց զգալի մասը բիզնեսից են, հարուստ մարդիկ են, տարիքով, նշանակում է` բավական կոնսերվատիվ են: Դա ընդհանուր մթնոլորտ կստեղծի նրա թիմում:
– Ադրբեջանում մեծ ոգևորությամբ է ընդունվել Թիլերսոնի նշանակումը, քանի որ լինելով նավթագազային ընկերության ղեկավար, երկար տարիներ հաջողությամբ համագործակցել է Ադրբեջանի հետ: Թիլերսոնի աշխատանքային կենսագրությունը կարո՞ղ է ազդեցություն ունենալ նրա քաղաքական դիրքորոշումների վրա:
– Հնարավոր է: Բայց մի զուգահեռ անցկացնեմ, որպեսզի ադրբեջանցիները շատ չոգևորվեն: Շատերը մոռացել են, որ ԱՄՆ–ի ներկայիս պետքարտուղար Ջոն Քերին պաշտոնապես հայերի լոբբիստն էր ԱՄՆ Կոնգրեսում: Այսինքն` հայկական կազմակերպություններից փող էր ստանում` հայերի շահերը պաշտապնելու համար: Ու դա` պաշտոնապես: Արդեն չորս տարի է` նա պետքարտուղար է: Ի՞նչ է նա արել հայերի համար: Համոզե՞լ է Օբամային, որ Ցեղասպանությունը ճանաչի: Ցանկացած պետքարտուղար առաջնորդվում է իր երկրի շահերով և գործող նախագահի հրահանգներով: Նույնը կլինի Թրամփի պետքարտուղարի դեպքում: Այո՛, նրա անցյալը կարող է ազդեցություն ունենալ, բայց դրա ծավալն այնքան մեծ չի լինի, քանի որ նա կանի այն, ինչ կասի Թրամփը: Իսկ ես համոզված չեմ, որ Թրամփի քաղաքականությունը պրոադրբեջանական է: Ուստի այդ նշանակումից մտավախություններ չունեմ:
– Ադրբեջանական մամուլը, բերելով Քերիի օրինակը, նշում է, որ ԼՂ հակամարտության կարգավորման հարցում նա ունի ընդգծված պրոհայկական դիրքորոշում:
– Քերիից առաջ Քլինթոնն էր պետքարտուղար, Քլինթոնից առաջ` մեկը ուրիշը: Դուք ԼՂ հարցում ԱՄՆ–ի դիրքորոշման մեջ տարբերություն տեսե՞լ եք: Ինչ ասում էր Քինթոնը, նույնը կրկնել է Քերին: Այդ հարցում ԱՄՆ դիրքորոշումը գոնե վերջին 15–20 տարիներին չի փոխվել: Իսկ Քերիից ոչ մի պրոհայկական խոսք չեմ լսել: Ադրբեջանի քարոզչամեքենան սիրում է նման շոուներ: Բայց նրանք շատ արագ կհիասթափվեն: Նոր պետքարտուղարը նույնը կասի, ինչ Քերին կամ մյուսները:
