Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.
«Փաստ» օրաթերթի այսօրվա համարում կանդրադառնանք պատգամավորներ` ՕԵԿ–ական Իշխան Խաչատրյանին, ԲՀԿ–ականներ` Լյովա Խաչատրյանին և Հայկ Խաչատրյանին, ինչպես նաև ՀՀԿ–ական Վազգեն Կարախանյանին:
Նշված չորս պատգամավորներն էլ Ազգային ժողովում քննարկվող օրենսդրական նախաձեռնություններին կողմ են քվեարկել 400–500 անգամ, բացառությամբ Հայկ Խաչատրյանի, ով 2012–16 թթ. ընթացքում կողմ է քվեարկել միայն 241 նախագծի: Օրինագծերին դեմ քվեարկելու առումով միմյանց նման են Իշխան, Լյովա և Հայկ Խաչատրյանները, ովքեր անցած չորս տարիների ընթացքում դեմ են արտահայտվել 40–60 անգամ: Միայն հանրապետական Վազգեն Կարախանյանն է, որ ընդամենը 3 անգամ է դեմ քվեարկել ԱԺ–ում քննարկվող օրինագծերին: Վերջինս ձեռնպահ է մնացել նույնպես 3 անգամ: Իսկ մյուս երեք պատգամավորները 100–ից ավելի անգամներ: Ստացվում է, որ բացի ազգանվան նմանությունը, վերջինների պատգամավորական քվեարկություններն էլ են միանման:
Այս չորս պատգամավորներից ամենից շատ բացականեր ունեցողը Հայկ Խաչատրյանն է, ով բացակայել է 320 անգամ, իսկ ընդհանրապես ոչ մի անգամ չբացակայած պատգամավորը Վազգեն Կարախանյանն է: Նշվածների մեջ առանձնանում է նաև ՕԵԿ–ական Իշխան Խաչատրյանը, ով ի տարբերություն իր գործընկերների՝ 36 հարցուպատասխանի է մասնակցել և 27 անգամ ելույթ ունեցել ԱԺ ամբիոնից: Մյուսները կամ շատ քիչ են հարցեր ու ելույթներ ունեցել, կամ էլ ընդհանրապես ոչ ամբիոնին են մոտեցել, ոչ էլ հարցեր տվել:
Իշխան Խաչատրյանը առողջապահական ոլորտին վերաբերող երկու նախաձեռնության համահեղինակ է: 2015 թ. հայտարարագրի տվյալներով՝ 5 միլիոն 386 հազար դրամ ունի: Ըստ www.parliamentmonitoring.am կայքի՝ «Թեժ օրինագծեր» բաժնում առանձնացված համեմատաբար մեծ ռեզոնանս առաջացրած օրինագծերից դեմ է քվեարկել 2017 թ. բյուջեին, իսկ կողմ՝ «1000 դրամների» օրինագծին:
«Բարգավաճ Հայաստան» կուսակցության անդամ Լյովա Խաչատրյանը օրենսդրական նախաձեռնություններ չունի, իսկ իր դրամական միջոցներն էլ 2015 թ, դրությամբ կազմում են 9 միլիոն 450 հազար դրամ:
Մեկ այլ ԲՀԿ–ական` Հայկ Խաչատրյանը նույնպես նախաձեռնություններ չունի: Վերջերս թեժ քննարկման առարկա դարձած օրինագծերին կողմ կամ դեմ չի քվեարկել, այդ թվում՝ «1000 դրամների» և ԱԺ կանոնակարգին վերաբերող օրինագծերին: Իսկ ապօրինի հարստացումը քրեականացնող, 2017 թ. բյուջեի և կուսակցությունների մասին օրինագծերի քվեարկություններից էլ բացակայել է: Նախորդ տարվա տվյալներով ընդամենը 600 հազար դրամ դրամական միջոցներ և 6 միլիոն 440 հազար դրամ եկամուտ ունի:
Օրենսդրական նախաձեռնությունների 98 տոկոսից ավելիի օգտին քվեարկած, նշվածների մեջ միակ ՀՀԿ–ին հարող պատգամավոր Վազգեն Կարախանյանը վերևում նշված բոլոր օրինագծերին էլ կողմ է քվեարկել: Ինչպես և մյուս երկու ԲՀԿ–ական պատգամավորները, նա նույնպես Ազգային ժողով նախաձեռնություններ չի բերել: Դրա փոխարեն անցած չորս տարիների ընթացքում զգալիորեն ավելացրել է իր դրամական միջոցները: Եթե 2012 թ. նա դրամական միջոցներ չի ունեցել, ապա նախորդ տարվա դրությամբ հայտարարագրել է 19 միլիոն 350 հազար դրամ:
