ՀՀ մարդու իրավունքների պաշտպանի և ՌԴ մարդու իրավունքների հանձնակատարի միջև ստորագրվեց հուշագիր

Հայաստանի Հանրապետություն է ժամանել Ռուսաստանի Դաշնության մարդու իրավունքների հանձնակատար Տատյանա Մոսկալկովայի գլխավորած պատվիրակությունը։ 

Արման Թաթոյանն ու Տատյանա Մոսկալկովան ստորագրեցին երկու հաստատությունների միջև համագործակցության մասին հուշագիր։ 

«Արմենպրես»-ի հաղորդմամբ, ստորագրումից հետո ՀՀ ՄԻՊ Արման Թաթոյանն ասաց. «ՌԴ-ում ունենք բազմաթիվ բնակվող հայրենակիցներ, և այդ առումով հաճախ անհրաժեշտություն է առաջանում մեզ հասցեագրված դիմումներում վեր հանված հարցերը քննարկելու համար դիմել ՌԴ մարդու իրավունքների հանձնակատարին։ Պետք է ասեմ, որ արդեն ավանդույթով Ռուսաստանի բոլոր ՄԻ բոլոր պաշտպանների և հանձնակատարների պաշտոնավարության ժամանակ եղել է համագործակցություն, և այն գտնվում է շատ բարձր մակարդակի վր ա։ Ե՛վ ես, և՛ Մոսկալկովան մեր պաշտոնում ընտրվել ենք 2016 թվականին, և այս ընթացքում շատանում էին դիմումները։ Անհրաժեշտություն առաջացավ նոր իրավական հիմքերի վրա դնել մեր համագործակցությունը»։

Արման Թաթոյանը հատուկ նշեց նաև, որ լրագրողների դերը շատ կարևոր է իրենց համար, քանի որ իրենց ինստիտուտի դերակատարությունը ուժեղ է նրանով, որ իրենք ունեն լրագրողական համայնքի աջակցությունը։ «Առանց այդ աջակցության և առանց մեր աշխատանքը լուսաբանելու մենք չենք կարող արդյունավետ աշխատել։ Այդ իսկ պատճառով ուզում եմ ընդգծել, որ մեր հուշագրում հատուկ տեղ ենք հատկացրել լրատվամիջոցների և քաղաքացիական հասարակության հետ աշխատանքին։ 

Նա նաև շատ կարևորեց այն հանգամանքը, որ այս ստորագրված հուշագրում կոնկրետ մեխանիզմներ են ներդրվել։ Նրա խոսքով՝ սա սովորական և հերթական համաձայնագրերից չէ։ Ներդրվել են այնպիսի մեխանիզմներ, որոնք նպատակաուղղված են ուժեղացնելու համագործակցությունը աշխատակազմերի միջև։ «Այս հուշագրի ստորագրմամբ նախատեսել ենք հատուկ ներկայացուցիչների նշանակում, ովքեր մշտական հիմունքներով կգործեն և կապի մեջ կլինեն ՌԴ մարդու իրավունքների հանձնակատարի աշխատակազմի հետ»,- ասաց Թաթոյանը։ 
Նա հավելեց, որ շատ լավ համագործակցում են ՌԴ ՄԻ հանձնակարարի հետ՝ կապված քրեակատարողական հիմնարկների կամ ազատազրկման վայրերի հետ։ 

Պաշտպանի հետ հանդիպման ժամանակ քննարկվեցին նաև ՌԴ և ՀՀ քաղաքացիների իրավունքների պաշտպանության հարցերին առնչվող առանձին գործեր։  

ՌԴ ՄԻ հանձնակատար Տատյանա Մոսկալկովան իր հերթին ասաց, որ այդ պահը պատմական իրադարձություն է, երբ առաջին անգամ երկու հաստատությունների փոխհարաբերությունների պատմության մեջ կայացել է համաձայնագրի ստորագրում։ «Այս հուշագիրը մեզ համար բացում է նոր հեռանկարներ մարդկանց օգնելու նպատակով։ Մեր երկու կառույցների համար դա ընդհանուր նպատակ է։ Համաձայնագիրը պարունակում է տասը հոդված. կարծես թե այնքան էլ մեծ չէ, բայց շատ խիտ է իր բովանդակությամբ։ Հուշագրի շնորհիվ հնարավորություն կլինի օպերատիվ կերպով տեղեկություններ փոխանակել և շտապ օգնել մարդկանց, ովքեր դժվար իրավիճակներում են հայտնվել»,- նշեց Ռուսաստանի Դաշնության մարդու իրավունքների հանձնակատարը։  
Պատվիրակության այցի նպատակն է քննարկել մարդու իրավունքների պաշտպանության ոլորտում համագործակցության հարցերը։ 

Պատվիրակության մեկնումը նախատեսվում է դեկտեմբերի 22-ին երեկոյան։
