Հայաստան-Իրան. Երբ լավ հարևանը նաև լավ բարեկամ է

Այսօր պաշտոնական այցով Հայաստան է այցելել Իրանի նախագահ Հասան Ռուհանին: Ե՛վ ձևով, և՛ բովանդակությամբ այս այցը չափազանց կարևոր է հայ-իրանական հարաբերությունների բոլոր ուղղությունների համար՝ բոլորովին նոր` ավելի բարձր նշաձողի հասցնելով դրանց մակարդակը: Առհասարակ, ՀՀ-ԻԻՀ հարաբերությունները բնական, գործընկերային և բարեկամական հարաբերություններ են, Իրանը Հայաստանի հարևանն է, և, բնական է, որ երկկողմ հարաբերություններն այդպիսին էլ պիտի լինեն. Հայաստանն իր բոլոր հարևանների, և ընդհանրապես այլ պետությունների հետ ձգտում է հաստատել և զարգացնել բարեկամական և համագործակցային հարաբերություններ, ում հետ էլ չի ստացվում, բնավ պաշտոնական Երևանի մեղքով չէ:
Ընդհանրապես, որևէ անկախ պետություն, սեփական արտաքին քաղաքականությունը ծրագրելիս, առավել ևս՝ իրականացնելիս, պետք է գործի ոչ թե որևէ մեկին «դեմ» կամ «որպես հակակշիռ» սկզբունքներով, այլ՝ «հանուն», «համար», «նպատակով» ուղենիշներով՝ Հայաստանի պարագայում՝ հանուն մեր երկրի սոցիալ-տնտեսական զարգացման, նրա անվտանգության ապահովման, միջազգային ասպարեզում հեղինակության բարձրացման և այլն: Թերևս, այս պարագայում կլինենք շատ ավելի ստեղծագործ, նախաձեռնող և կարձանագրենք առվել շոշափելի արդյունքներ:
Համեմատության համար՝ Հայաստանի «դեմ» և «որպես հակակշիռ» սկզբունքներով է առաջնորդվում մեր նկատմամբ թշնամական վերբերմունք ունեցող Ադրբեջանի Հանրապետությունը, որին այդ հարցում համընդգրկուն և համակողմանի աջակցություն է ցուցաբերում «ավագ եղբայր» Թուրքիան: Ինչ խոսք, նման գործելաոճը, գուցե քարոզչական, քաղաքկան որոշակի դրական արդյունքներ ապահովի, բայց միայն այսօրեական և կարճաժամկետ հեռանկարում՝ խորքային առումով ունենալով տրամագծորեն հակառակ հետևանքներ:
Օրինակ՝ Հայաստանի դեմ գործողությունների համատեքստում Ադրբեջանը սերտ համագործակցություն է զարգացնում իր, նաև Հայաստանի հարավային հարևան Իրանի ոխերիմ թշնամի Իսրայելի հետ՝ դրանով իսկ լարվածություն առաջացնելով ոչ միայն հարևան երկրի, այլև՝ մուսուլմանական աշխարհի հետ հարաբերություններում՝ հաշվի առնելով պաղեստինյան հիմնախնդրով պայմանավորված՝ մահամեդական աշխարհի բացասական վերաբերմունքն Իսրայել պետության նկատմամբ:
Պատմականորեն ապացուցված ճշմարտություն է՝ բնական և հարևանային հարաբերությունները որևէ կերպ չի կարելի ստորադասել հանուն այլ նպատակների: Չ՞է որ նաև ժողովրդական հայտնի ասույթն է փաստում՝ «Լավ հարևանը հեռու բարեկամից լավ է», իսկ հայ-իրանական հարաբերությունների պարագայում՝ «փոխադարձաբար՝ լավ հարևանը նաև լավ բարեկամ է»:
