Ցանկացած երկրի բիզնես միջավայրի կայուն զարգացման համար կարևոր է բոլորի համար հավասար հարկային դաշտի ստեծումն ու պահպանումը: Այս ոլորտը, թերևս, ռիսկայիններից է մեր երկրում: Սակայն վերջին շրջանում կարծես տեղաշարժեր են նկատվում: Կարևոր փաստ է, օրինակ այն, որ վերջին ամիսներին հարկային մարմնի գործողությունները նպատակաուղղված են ոչ թե առանց նախազգուշացումների հարկ վճարողների նկատմամբ պատժամիջոցների կիրառմանը, այլև հարկային իրավախախտումների կանխարգելմանը:

Այս «տակտիկայի» շնորհիվ կազմակերպությունների մի մասը մասամբ կամ լիովին փոխել է հարկային վարքագիծը: Չնայած այն բանին, որ խոշոր հարկ վճարողների հարկային տեսչությունում գրանցված 521 հարկ վճարողներից 296-ը դեկտեմբերի 1-ի դրությամբ ռիսկային ցանկում են, դրանք ավելացրել են հարկային եկամուտները: Վերջիններս 2016թ. 11 ամիսներին բյուջե են վճարել 12.6%-ով ավելի հարկային եկամուտ 2015թ.-ի նույն ժամանակաշրջանի համեմատ:

Իհարկե, միամտություն կլինի կարծելը, թե խնդիրները միանգամից լուծվել են, քանզի ռիսկային ոլորտներ դեռ շատ կան: Օրինակ, առավել ռիսկային է ապրանքների ներմուծման ոլորտը, որտեղ գործող 155 հարկ վճարողներից 111-ը գնահատվել է ռիսկային, բժշկական ծառայությունների ոլորտը, որտեղ գործող 5 հարկ վճարողներից 4-ը ռիսկային են: Ռիսկայինների ցանկում են նաև կաթնամթերք արտադրող 7 և հրուշակեղեն արտադրող 5 ընկերություններ:

Այժմ միայն կարող ենք փաստել, որ որոշակի տեղաշարժ արձանագրվել է, գոնե թվերի տեսքով, իսկ թե ինչ կլինի հետագայում, կախված է միայն տարվող աշխատանքների որակից:
