ԵՄ-ն Հայաստանում աշխատաշուկայի արդյունավետության բարձրացման ծրագիր կիրականացնի

Եվրոպական հանձնաժողովի Հարևանության և ընդլայնման շուրջ բանակցությունների գծով Գլխավոր տնօրեն Քրիստիան Դենիելսոնն ու Հայաստանի Հանրապետության Տնտեսական զարգացման և ներդրումների նախարար Սուրեն Կարայանը դեկտեմբերի 16-ին ստորագրել են երկու ֆինանսական համաձայնագրեր՝ միտված Հայաստանի աշխատանքային շուկայի արդյունավետության բարձրացմանն ու Հայաստանում ֆինանսների կառավարման համակարգի հզորացման աջակցությանը:
Ինչպես տեղեկացրին ՀՀ-ում ԵՄ պատվիրակության մամուլի ծառայությունից, Եվրոպական միության նոր՝ «Բարձր որակավորում հանուն ավելի լավ աշխատանքի» ծրագիրը, որի բյուջեն կազմում է 15.2 մլն եվրո նպատակ ունի բարձրացնել Հայաստանի աշխատանքի շուկայի արդյունավետությունը՝ կատարելագործելով աշխատուժի աշխատանքով ապահովման համակարգը և հատկապես կարևորելով զբաղվածությունը գյուղատնտեսության ոլորտում:
Մասնագիտական կողմնորոշման ազգային համակարգի ներդրման, կարիերայի կենտրոնների վերազինման և ցկյանս ուսումնառության պայմանների բարելավման շնորհիվ՝ այս նոր նախաձեռնությունը կնպաստի աշխատանք փնտրողնների մասնագիտական որակավորումների զարգացմանն ու նրանց զբաղվածության ապահովմանը: Ծրագիրը հնարավորություն կտա կատարելագործել հանրային և մասնավոր հատվածի պահանջարկով պայմանավորված՝ աշխատուժի մատակարարման մեխանիզմները՝ տվյալների հավաքագրման և կիրառման ավելի արդյունավետ համակարգի ներդրման շնորհիվ:
Նախաձեռնության հատուկ նպատակն է Մասնագիտական կրթության և ուսուցման (ՄԿՈՒ) Գյուղատնտեսական քոլեջների շրջանավարտների համար ստեղծել աշխատատեղեր և ապահովել մասնագիտական որակավորման հեռանկարներ՝ ազգային վարպետային ուսուցման՝ աշկերտության համակարգերի մշակման և Գյուղատնտեսական ՄԿՈՒ կենտրոնների վերազինման միջոցով:
Միաժամանակ Եվրոպական միությունը ստորագրում է Պետական ֆինանսների քաղաքականության բարեփոխումների աջակցության նոր ծրագիր, որի բյուջեն կազմում է 10 մլն եվրո, և որը միտված է՝ միջազգային չափանիշներին և առաջավոր փորձին համահունչ՝ բարձրացնելու պետական ծախսերի հաշվետվողականությունը, թափանցիկությունն ու արդյունավետությունը:
Ծրագիրը կնպաստի բյուջեի պլանավորման և ծախսերի կատարման թափանցիկության ու հաշվետվողականության բարձրացմանը՝ հաշվապահական հաշվառման և աուդիտորական գործընթացների կատարելագործման միջոցով: Եվ, կապահովի ավելի մասնակցային բյուջետավորման գործընթացներ քաղաքացիական հասարակության և ՀՀ Ազգային ժողովի ներգրավվածությամբ:
Եվրոպական միությունը աջակցում է Հայաստանի զարգացմանն ուղղված ջանքերին, որոնց նպատակն է զբաղվածության հնարավորությունների ամրապնդման միջոցով երկրում կրթել և զարգացնել մադկային կապիտալը, կատարելագործել սոցիալական ապահովման պայմաններն ու հզորացնել պետական վարչարարության և կառավարման համակարգերը:
Ֆինանսավորումը տրամադրվում է Եվրոպական հարևանության քաղաքականության (ԵՀՔ) երկրների՝ այդ թվում Հայաստանի հետ համագործակցության ֆինանսավորման հիմնական՝ «Եվրոպական հարևանության գործիքի» միջոցներից:
