Կառավարությունն ազատվում է «անհուսալի պարտավորություններից»

Մի շարք հարկատեսակների գծով տարիներ շարունակ կուտակված, այսպես ասած, անհուսալի պարտավորություններից բիզնեսն ազատելու նպատակով կառավարությունը գնաց հարկային համաներման։
 
 
Այդ գաղափարն անշուշտ Հայաստանում նորություն չէ։ Հարկային համաներում իրականացվել են տարբեր ժամանակներում։ Սակայն այս անգամ կառավարությունն ընտրել է այլ մոտեցում։
 
 
Նախապատվությունը տրվել է առաջին հերթին փոքր բիզնեսին։ Թերևս պատահական չէ, որ նույն փաթեթով նախատեսվում է ոչ միայն թեթևացնել կուտակված հարկային պարտավորությունների բեռը, այլև լիարժեք արտոնյալ պայմաններ ապահովել ինքնազբաղված անձանց գործունեության համար։
 
 
Սահմանվել են այն ոլորտները, որտեղ որոշակի շրջանառության սահմաններում դաշտը ընդհանրապես ազատված կլինի հարկերից։ Խոսքը վերաբերում է գործունեության 23 տեսակների՝ հագուստի արտադրությանը, նորոգմանը, իրերի պատրաստմանը եւ այլ տեսակներին, որտեղ տարեկան շրջանառությունը չի գերազանցի 9 մլն դրամը։
 
 
Այս նախաձեռնությամբ կառավարությունն ըստ էության փորձում է խթանել ինքնազբաղվածությունը, որը ժամանակի ընթացքում կարող է դառնալ փոքր եւ միջին բիզնեսի ձևավորման հիմքը։
 
 
Առաջարկված հարկային համաներման արդյունքում բազմաթիվ անհատ ձեռնարկատերեր կազատվեն եկամտահարկի եւ պարտադիր սոցիալական ապահովագրության վճարների նվազագույն գումարների վճարման պարտավորություններից։
 
 
Սրանք այն գումարներն են, որոնք կուտակվել են մինչև եկամտահարկի եւ սոցիալական վճարների մասին օրենքների գործունեության դադարեցումը։ Դրանց փոխարեն Հայաստանում մտցվեց մեկ միասնական՝ եկամտային հարկ։
 
 
Մեկ այլ դեպքում՝ կառավարության նախաձեռնությունն ուղղակիորեն վերաբերում է շարժական եւ անշարժ գույքի վաճառքի ժամանակ ձևավորված հարկային պարտավորություններին։ Ինչպես հայտնի է, տարվա ընթացքում նման մեկից ավելի գործարքների դեպքում առաջանում է հարկային պարտավորությունների խնդիր։ Այդ մասին սակայն քչերին է հայտնի։ Թերևս պատահական չէ, որ բազմաթիվ քաղաքացիներ հայտնվել են նման փաստի առջև։
 
 
Արդյունքում՝ չկատարված պարտավորությունների դիմաց նրանց նկատմամբ կուտակվել են մեծ ծավալի տույժ–տուգանքներ։ Խոսքը գրեթե 2 մլրդ դրամի մասին է։ Ինչպես հավաստիացնում են պետեկամուտների կոմիտեի ղեկավարները, երբեմն հաշվարկված տույժ–տուգանքները գերազանցում են մայր գումարը։ Մի բան, ինչը խոչընդոտներ է ստեղծում նաեւ մայր գումարի մարման համար։
 
 
Հաշվի առնելով այդ հանգամանքը՝ կառավարությունն առաջարկում է քաղաքացիներին ազատել տույժ–տուգանքներից՝ հնարավորություն ստեղծելով այդ ճանապարհով ազատվել նաեւ մյուս պարտավորություններից։
 
 
Ներկայացված հարկային համաներման փաթեթը բավական ընդգրկուն է։ Այն փորձ է հնարավորինս թեթևացնելու փոքր բիզնեսի դաշտում գործող տնտեսվարողների հոգսը։
