Տնտեսական գործունեության ընթացքում կազմակերպությունները ոչ արդյունավետ կառավարման կամ արտաքին ու ներքին տնտեսական ազդեցության հետևանքով կարող են հայտնվել ֆինանսական կոլապսի մեջ և դառնալ անվճարունակ:
Այս իրավիճակում, երբ կազմակերպությունը չի կարողանում վճարել հարկերը և կուտակում է տույժ ու տուգանքներ պետությունը կանգնում է երկընտրանքի առաջ. ճանաչել կազմակերպությունը սնանկ և պարտադրել այլընտրանքային ձևով մարել պետական պարտքը, ինչը կարող է լինել գույքի առգրավումով կամ «ներել» ընկերության հարկերի չվճարման հետևանքով կուտակված տույժերն ու տուգանքները: Վերջինի պարագայում հնարավորություն է ստեղծվում «բուժել» «հիվանդ» տնտեսությունները, հնարավորություն տալ վերականգնել ու զարգացնել տնտեսական ներուժը, և ինչը որ շատ կարևոր է՝ պահպանել ընկերության աշխատատեղերը:
Գործադիր մարմնի հերթական նիստի ընթացքում որոշում է կայացվել գնալ հարկային համաներման: Խոսքը գնում է տարիներ շարունակ կուտակված անհուսալի պարտավորություններին:Նմանատիպ գործընթացներ նախկինում եղել են, սակայն այս անգամ կոնկրետացվել է թիրախային խումբը: Նախապատվությունը տրվել է առաջին հերթին փոքր բիզնեսին։
Բացի դրանից սահմանվել են այն ոլորտները, որտեղ որոշակի շրջանառության սահմաններում դաշտը ընդհանրապես ազատված կլինի հարկերից։ Խոսքը գնում է 23 ոլորտների՝ հագուստի արտադրության, նորոգման, իրերի պատրաստման եւ այլ տեսակների մասին, որտեղ տարեկան շրջանառությունը չի գերազանցի 9 մլն դրամը։ Ինչպես տեսնում ենք սրանք հիմնականում սկսնակ և դեռևս փոքր բիզնես համարվող կազմակերպությունների համար է:
Այժմ գնդակը տնտեսվարողների կիսադաշտում է: Արված սխալների և ինչ-ինչ պատճառներով առաջացած պարտավորությունների չվճարված տույժերի համաներումը պետք է խթան հանդիսանա ընկերությունների համար իրենց հետագա գործունեության զարգացման և վերականգնման գործընթացում:
