Յուրաքանչյուր դպրոց իր զարգացման ծրագիրը պետք է ունենա

Կրթության և գիտության նախարարությունում այսօր տեղի է ունեցել դպրոցների զարգացման ծրագրերի մեթոդաբանության մշակմամբ զբաղվող աշխատանքային խմբի խորհրդակցությունը, որը վարել է նախարար Մկրտչանը:
Նախարարի խոսքից կարելի է գալ այն եզրակացությանը, որ վերջինս ամենեւին էլ գոհ չէ դպրոցների զարգացման այն ծրագրերից, որոնք ներկայացվում են նախարարությանը: Խնդիրը նրանում է, որ փոխանակ յուրաքանչյուր դպրոց ներկայացնի զարգացման իր ծրագիրը, դրանցից շատերը նախընտրում են զբաղվել copy paste-ով, վերցնել մեկ այլ դպրոցի զարգացման ծրագիր, փոխել դպրոցի անվանումն ու հասցեն եւ ներկայացնել ԿԳՆ-ին: Արդյունքում հանրապետության 1380 դպրոցները վերածվում են մեկի եւ նախարարությունն այդպես էլ չի կարողանում պարզել դպրոցներից յուրաքանչյուրի առաքելությունն ու խնդիրները:
Ըստ իս, դպրոցի զարգացման ծրագիրը պետք է արտացոլի դպրոցի ռազմավարության պլանավորումը, որն ավելի շատ պետք է նպատակաուղղված լինի ապագային` իր հետ բերելով նորարարություն: Կարծում եմ` չի կարող լինել որեւէ դպրոցի ստույգ զարգացման ծրագիր, եթե այն կազմելիս հաշվի չեն առնվել դպրոցի մանկավարժների, աշակերտների և ծնողների կարծիքները: Շահագրգիռների այս երեք խումբն է հատկապես հստակ պատկերացնում, թե որոնք են իրենց դպրոցի թերությունները եւ ինչ քայլեր է անհրաժեշտ ձեռնարկել դպրոցն է՛լ ավելի զարգացնելու համար:
Իմ դիտարկմամբ դպրոցի զարգացման ծրագիրը պետք է տա հետեւյալ հարցերի պատասխանները. ի՞նչ առաքելություն կամ նպատակ է հետապնդում դպրոցը, որո՞նք են դպրոցի ուժեղ եւ թույլ կողմերը, որո՞նք են դպրոցում առկա խնդիրները, ի՞նչ ռեսուրսներ են հարկավոր, որպեսզի լուծվեն դրանք, որո՞նք են խնդիրների լուծման վերջնաժամկետները, ի՞նչ արդյունքներ կարելի է ակնկալել, ի՞նչ ռիսկեր կան, ինչպե՞ս նվազեցնել դրանք եւ այլն: Եթե դպրոցի տնօրենն իր դպրոցի զարգացման ծրագրում անդրադառնա այսօրինակ հարցերի` տալով դրանց պատասխանները, ապա հնարավոր կլինի ոչ միայն խուսափել copy paste-երից, այլեւ ունենալ դպրոցի զարգացման հստակ հայեցակարգ: Ի վերջո, ինտելեկտուալ Հայաստան ունենալու համար առաջին հերթին հարկավոր է կարգի բերել դպրոցները:
