2016 թվականի հունվարի 1-ից ակցիզային հարկը Ռուսաստանում բարձրացավ, ինչի հետևանքով փոփոխման ենթարկվեցին այդ հարկատեսակին վերաբերող արտադրանքների գները: Ստեղծված իրավիճակում առկա էին բացասական սպասումներ նաև նավթամթերքի վերաբերյալ: Այն ժամանակ, սակայն, գները փոփոխման չենթարկվեցին: Նման իրավիճակը հնարավոր եղավ պահել միայն մեկ տարի:

Այժմ ռուսական «Լուկօյլ» նավթային ընկերությունը որոշում է կայացրել աստիճանաբար բարձրացնել նավթամթերքի գները 2017 թվականին: Կազմակերպության որոշումը պայմանավորված է ֆինանսական բեռի զսպվածությամբ և արտադրության ծավալները չկրճատելու ցանկությամբ: Այս գործոնները կարելի է համարել ազդեցիկ ընկերության գնային քաղաքականության փոփոխության մեջ, սակայն առկա են նաև այլ կարևոր գործոններ:

Մասնավորապես՝ սակագնի 8-12% բարձրացման պատճառ է հանդիսանում «Նավթ արտահանող երկրների կազմակերպության» որոշումը, որի համաձայն՝ իրենց անդամ հանդիսացող երկրները և ևս 11 պետություն հաջորդ տարվա հունվարից 1-ից նվազեցնում են նավթարդյունահանման օրական ծավալը 600.000 բարելով։ Նավթամթերքի գների փոփոխությունը կրում է լայնամասշտաբ բնույթ և չի սահմանափակվում միայն «հեղինակ» պետությունների շրջանում: Մասնավորապես բենզինի և դիզվառելիքի թանկացում սպասվում է Վրաստանում և Մեծ Բրիտանիայում:

Թանկացումը կարող է չշրջանցել նաև Հայաստանին: Եթե նման բան տեղի ունենա, ապա Հայաստանի վրա համընդհանուր բացասական էֆեկտը կունենա ավելի սակավ ազդեցություն, քանի որ մեր երկրում բենզինի սակագինը նվազել է, ինչը կարող է «անվտանգության բարձիկ» լինել բենզինի հնարավոր թանկացման դեպքում:
