Ապօրինի հարստացումը քրեականացնող օրենսդրական նախաձեռնություն vs օլիգարխիա

ՀՀ Ազգային ժողովում երեկ քննարկվում էր ապօրինի հարստացումը քրեականացնող օրենսդրական նախաձեռնությունը, որը մի շարք պաշտոնյաներ համարում են արհեստական օրենք:
 
Թե որքանով է գործելու օրենքը հատկապես միլիոններ ու միլիարդներ դիզած ու դիզող պաշտոնյա–օլիգարխների համար, Past.am-ը նախևառաջ ճշտեց ԲՀԿ խմբակցության պատգամավոր Միքայել Մելքումյանից:
 
 
«Չասենք, որ սա կդառնա ձևական օրենք, քանի որ այդ օրենքից վախենալու են պաշտոնյաները: Օրենքի ընդունումից հետո նրանք ավելի գրագետ կգործեն՝ ճիշտ կձևակերպեն կամ ծախսեր չեն անի»,– ասաց նա՝ հիշելով սովետական ժամանակաշրջանը. «Քանի որ այդ ժամանակ մասնավոր սեփականություն չի եղել, մարդիկ կերել–խմել են, ունեցել են մեկ դաչա, մեկ բնակարան, մեքենա ու վերջ»:
 
Ըստ ընդդիմադիր պատգամավորի՝ այս օրենքը որոշակի ձևով կարող է զսպաշապիկ հանդիսանալ պաշտոնական դիրքը չարաշահողների համար:
 
ՀՀԿ խմբակցության պատգամավոր Սուքիաս Ավետիսյանն էլ նշեց, որ ինքը դեմ է օրենսդրական նախաձեռնության շուրջ տարատեսակ ու տարաբնույթ խոսակցություններին. «Ես չեմ ընդունում այն խոսակցությունները, որ ասում են՝ սա ձևական օրենք է կամ կիսատ օրենք է: Եթե քաղաքական ուժերն ու հասարակությունն ընդունում են, որ պետք է պայքարել կոռուպցիայի դեմ, ապա այդ պայքարը պետք է լինի և՛ հասարակական կարծիքի, և՛ օրենքի միջոցով: Սա կլինի զսպաշապիկ ապօրինի հարստացման ձգտողների համար»,– ասաց նա՝ հավելելով, որ նշված նախագիծը կլրացնեն այլ օրենքներ, որոնք կկարողանան հասարակության մեջ սերմանել այն, որ ապօրինի հարստացումն այլևս քրեորեն պատժելի է:
 
Պատգամավորը նշեց նաև. «Այս օրենքին հաջորդում է նաև կանխիկ դրամաշրջանառության հետ կապված օրենքը: Կմշակվեն նաև այլ օրենքներ, կլինի նաև համապատասխան գործիքակազմ, որը կօգնի օրենքի կիրառմանն ու գործելուն»:
