POLITICSԱզգային ժողովում մեկնարկել է կառավարության հրավիրած արտահերթ նստաշրջանի հերթական նիստը: Ինչպես հաղորդում է «Արմենպրես»-ը, գրանցվել է 96 պատգամավոր:
Նիստի մեկնարկին քվեարկության կդրվեն նախորդ օրը քննարկված հարցերը:
Դեկտեմբերի 14-ի նիստում պատգամավորներն առաջին ընթերցմամբ քննարկել են ապօրինի հարստացումը քրեականացնող օրենսդրական նախաձեռնությունը:
Օրենքի նախագծերի փաթեթով նախատեսվում է, որ քրեական պատասխանատվության՝ երեքից վեց տարվա ազատազրկման կենթարկվեն ապօրինի հարստացած՝ հայտարարագիր ներկայացնելու պարտականություն ունեցող այն պաշտոնատար անձինք, որոնց գույքի ավելացումը կամ պարտավորությունների նվազումն էականորեն գերազանցում է նրանց օրինական եկամուտները, և որը ողջամտորեն չի հիմնավորվում դրանցով: Նախատեսվում է, որ այդ պաշտոնյաները որոշակի պաշտոններ զբաղեցնելու կամ որոշակի գործունեությամբ զբաղվելու իրավունքից կզրկվեն առավելագույնը երեք տարի ժամկետով, իսկ նրանց գույքը կբռնագրավվի:
ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանն առաջին ընթերցմամբ պատգամավորների քննարկմանն է ներկայացրել «Հանրային ծառայության մասին» ՀՀ օրենքում լրացումներ կատարելու մասին» օրինագիծը: Նախաձեռնությամբ նախատեսվում է, որ այն անձինք, ովքեր պարտականություն ունեն հայտարարագիր ներկայացնելու, պարտավոր են դրամական միջոցներով փոխառություններ հանձնելը կամ ստանալը, հանձնած կամ ստացած դրամական միջոցներով փոխառության դիմաց վճարներ հանձնելը կամ ստանալը, դրամական միջոցներով արտահայտված նվիրատվություն, շահաբաժիններ, ձեռնարկատիրական գործունեությունից և գույքը օտարելուց եկամուտ, վարձակալության դիմաց վճար կամ այլ հատուցում, քաղաքացիաիրավական այլ պայմանագրերից եկամուտ ստանալը կատարել բացառապես անկանխիկ ձևով, եթե միանվագ ստացվող կամ տրվող գումարը գերազանցում է 2 մլն դրամը: Նախարարի խոսքով՝ եթե վերոնշյալ փոխանցումները, եկամուտները ստացվել են կանխիկ և գերազանցում են 2 մլն դրամը, ապա դրանք չեն համարվելու օրինական:
Այնուհետև խորհրդարանը երկրորդ ընթերցմամբ քննարկել է «Հասարակական կազմակերպությունների մասին», «Մարդու իրավունքների պաշտպանի մասին» և դրանց կից ներկայացված օրինագծերի փաթեթները:
ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը երրորդ ընթերցմամբ քննարկման է ներկայացրել «ՀՀ պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» և կից օրենսդրական փաթեթը:
Այնուհետև պատգամավորները երկրորդ ընթերցմամբ քննարկել են ԱԺ պատգամավորներ Վահրամ Բաղդասարյանի, Հովհաննես Սահակյանի և Արմեն Ռուստամյանի հեղինակած «Ազգային ժողովի կանոնակարգ» օրենքի նախագիծը:
