Սոցիալական ապահովության բնագավառում պետք է հատուկ մոտեցում

Սոցիալական ապահովությունը պետության կողմից իրագործվող կամ պաշտպանվող սոցիալ-տնտեսական միջոցառումների համակարգ է, որը սահմանվում է քաղաքացիների ծերության և անաշխատունակության դեպքերում, մայրության և մանկության ապահովության, աշխատունակության նախապահպանման և վերականգնման համար։ Հայաստանում սոցիալական ապահովության մակարդակը բարձր չէ, թոշակների ու նպաստների չափը դեռևս ցածր է քաղաքացիները կարիքները հոգալու համար, այնուամենայնիվ ոլորտում բարեփոխուների իրականացման անհրաժեշտություն կա:
Պետությունը խնդիր է դրել ժամանակի ընթացքում իրականացնել կենսաթոշակային բարեփոխումներ, որոնց նպատակն է պատշաճ կենսաթոշակ ապահովել կենսաթոշակառուների համար, կենսաթոշակային համակարգը դարձնել ֆինանսապես կայուն, ապահովել ուղղակի կապ կատարված սոցիալական վճարների և կենսաթոշակի չափի միջև:
Պետք է հաշվի առնվի նաև Հայաստանում ստեղծված ժողովրդագրական բարդ իրավիճակը, քանի որ Հայաստանում ծնելության մակարդակը ցածր է, ուստի համապատասխան քաղաքականություն վարելու կարիք կա, որը համակարգը ռիսկերից զերծ կպահի:
Մյուս կարևոր խնդիրը սեցիալական ապահովության համակարգում, որին կարելի է ուշադրություն դարձնել չարաշահումների կանխարգելումն է: Վերջին շրջանում չարաշահումների դեպքեր են բացահայտվում: Քիչ չեն նաև սոցապ ծառայությունում կարգապահական տույժի ենթարկվածների թիվը: Այս տարվա ընթացքում կարգապահական տույժ է կիրառվել ծառայության 18 աշխատակցի նկատմամբ, որից խիստ նկատողություն՝ 1, նկատողություն՝ 16, նախազգուշացում՝ 1:
