Հայաստանի տնտեսությունը տառապում է ներդրումային կապիտալի պակասից և դա գաղտնիք չէ։ Վերջին տարիներին ներդրումները ոչ միայն չեն ավելանում, այլև գնալով նվազում են։ Տարեսկզբի ինը ամիսների ընթացքում տնտեսության մեջ կատարված օտարերկրյա ուղղակի ներարկումները կազմել են ընդամենը 90 մլն դոլար։
 
 
Սա չափազանց փոքր գումար է տնտեսական գործընթացներն աշխուժացնելու համար։ Թերևս պատահական չէ, որ տնտեսական ակտիվությունը բավականաչափ ցածր է։
 
Ավելին, Համաշխարհային բանկի վերջին կանխատեսումներով, այս տարի Հայաստանում նույնիսկ աճ չի սպասվում։
 
 
Հաշվի առնելով ներդրումների կարևորությունը՝ կառավարությունը փորձում է պայմաններ ստեղծել տնտեսության մեջ ուղղակի ֆինանսական հոսքերն ավելացնելու համար։ Թեև դա այնքան էլ հեշտ չի լինելու, այնուհանդերձ այլընտրանք չկա։ Բանկային կապիտալը Հայաստանում չափազանց թանկ է տնտեսության համար։
 
 
Երկրի ներդրումային գրավչությունը բարձրացնելու նպատակով՝ սկսվել է ներդրումների մասին նոր օրենքի մշակումը։ Բայց, իհարկե, միայն օրենքը բավարար չէ ներդրողներին գրավելու համար։
 
 
Անհրաժեշտ է բարելավել երկրի ներդրումային գրավչությունը։ Մի բան, ինչը կարող է լինել ներդրողների իրավունքների բացարձակ պաշտպանության և հավասար ու մրցակցային դաշտի ստեղծման պայմաններում։
 
 
Հայաստանը սեփական ներդրումային պոտենցիալը բացահայտելու լուրջ կարիք ունի։ Այժմ այն խիստ սահմանափակ է և ընդգրկում է ընդամենը 2–3 ոլորտներ։ Խոսքը՝ հանքարդյունաբեության, էներգետիկայի և մեկ–երկու այլ ճյուղերի մասին է։
 
 
Հայաստանի ներդրումային պոտենցիալը բացահայտելու ուղղությամբ կառավարությունը կարծես առաջին քայլը կատարել է. ստեղծվել է միասնական հարթակ՝ ներդրումային ծրագրերի համակարգման համար։
 
Հաջորդ քայլը կարող է լինել այդ ծրագրերը պոտենցիալ ներդրողներին ներկայացնելը։ Այստեղ անշուշտ լուրջ անելիքներ ունեն դիվանագիտական կորպուսի ներկայացուցիչները։ Այդ մասին «Հայաստանի արտաքին քաղաքականության տնտեսական բաղադրիչը» թեմայով խորհրդարանական լսումների ժամանակ հայտարարեց նաև վարչապետը։
 
Ըստ նրա՝ դիվանագիտական կորպուսը պետք է անհամեմատ ավելի մեծ ջանքեր գործադրի իր առօրյա աշխատանքի մեջ՝ տնտեսական բաղադրիչի ընդլայնման ուղղությամբ, քանի որ դա է Հայաստանի տնտեսության զարգացման գրավականը. «Այս դաշտում մենք շատ–շատ անելիքներ ունենք, չափից շատ անելիքներ ունենք, և կարծում եմ, ունենք նաև բացթողումներ»։
 
 
Հայաստանը շատ անելիքներ ունի ներդրումային կլիման և մթնոլորտը բարելավելու ճանապարհին։ Մի բան, ինչը կառավարությունը պարտավոր է շտկել։ Մինչ այդ ակնկալվում է տնտեսական գործընթացներին ակտիվություն հաղորդել ներդրումային հիմնադրամի ստեղծման միջոցով։
