Քաղաքացիական հասարակությունը շեղվում է«4+4+4»-ի ճանապարհից

Արման Ալավերդյանը ֆեյսբուքյան իր էջում գրում է.
Ընդդիմադիր և իշխանական ուժերը, ինչպես նաև քաղաքացիական հասարակության ներկայացուցիչները «4+4+4» ձևաչափով ծավալված երկարատև և բարդ քննարկումների արդյունքում համաձայնության հասան, ըստ որի սահմանվում են ընտրական պրոցեսը վերահսկելու գործուն մեխանիզմներ: Ձեռք բերված համաձայնությունը աջակցություն գտավ նաև օտարերկրյա դոնորների կողմից, և նրանք խոստացան ֆինանսավորել:
Ընտրական պրոցեսի վերահսկողությունը ապահովելու նպատակով ստեղծվելու են հանձնաժողովներ, որոնք կազմակերպելու են ընտրական տեղամասերում տեսանկարահանումը և ուղիղ հեռարձակումը, նույնականացման քարտերի և անձնագրերի շտեմարանի աուդիտն ու մշտադիտարկելու են էլեկտրոնային սարքերով քվեարկողների գրանցման համակարգի ներդրման ընթացքը:
Այս հանձնաժողովները կազմված են լինելու ԱԺ ընդդիմադիր, ոչ ընդդիմադիր խմբակցությունների և քաղաքացիական հասարակության ներկայացուցիչներից, սակայն որքան էլ տարօրինակ է՝ ՀԿ-ների ներկայացուցիչները օրերս հայտարարեցին, թե հրաժարվում են հանձնաժողովների կազմում ընդգրկվելուց:
Ի՞նչն է պատճառը որ ՀԿ-ները ընտրությունների վերահսկողության պրոցեսից իրենց դուրս են դնում, միգուցե քաղաքացիական հասարակության ներկայացուցիչները չե՞ն կարողացել համաձայնության գալ՝ որպես բանակցային ձևաչափի կողմ համատեղ ստորագրությամբ թեկնածուներ առաջադրելու հարցում: Եթե ոչ՝ հետաքրքիր է, ի՞նչ նպատակներ են հետապնդում նրանք գործնականում:
