«Փաստ» օրաթերթը գրում է.


Օրերս parliamentmonitoring.am կայքում հանդիպեցի ԱԺ պատգամավորների գործունեության վիճակագրության ցուցանիշներին։ Արդյունքները առավել քան տխուր էին։ Ներկայացված վիճակագրությունից պարզ էր դառնում, որ Հայաստանի խորհրդարանում կան թվով 36 պատգամավորներ, որոնք խորհրդարանի գործունեության 5 տարվա ընթացքում ելույթ չեն ունեցել, նախաձեռնությամբ հանդես չեն եկել և որևէ հարց չեն տվել։ Այս պատգամավորների անունները թվարկելը նույնպես անիմաստ է, քանի որ որոշ բացառություններով նրանք հասարակությանը հայտնի չեն, իսկ հայտնիներից Առաքել Մովսիսյանը, Մհեր Սեդրակյանը կամ Սեյրան Սարոյանը հայտնի են բոլորվին էլ ոչ պատգամավորական գործունեության արդյունքում։ 
Հասկանալի է, նման պատգամավորները կոճակ սեղմողների անհրաժեշտ և շատ կարևոր ռեսուրս են, սակայն, արդյոք, մենք ա՞յս տիպի խորհրդարանով ենք գնալու պառլամենտական կառավարման համակարգին։ Եթե այո, ապա ինչ նշանակություն ունի, թե կառավարման համակարգին ինչ անուն ենք տալիս, եթե չի փոխվում դրա բովանդակությունը։ Թերևս այս տեսանկյունից դրական է, որ ԱԺ պատգամավորների թիվը կրճատվելու է, քանի որ նշված 36 երեսփոխանները ստացել են աշխատավարձ, պատգամավորական անձեռնմխելիություն և վերջապես պետք է ներկայացնեին հասարակության որոշակի խմբերի շահերը։ 
Մյուս կողմից հասկանալի է, որ միայն բոցաշունչ ելույթներով ու հարցերով չէ, որ որոշվում է պատգամավորի գործունեության արդյունավետությունը, քանի որ կրկին խորհրդարանում մենք տեսնում ենք բազմիցս հնչող ելույթներ ու հարցեր, որոնք րոպեական էֆեկտից զատ այլ արդյունք այդպես էլ չեն ունենում։ Այստեղ արդեն հարց է ծագում, թե ինչ սկզբունքներով ձևավորված Ազգային ժողով մենք կունենանք 2017 թվականին, ու բոլորվին էլ խոսքը չի վերաբերում պատգամավորների անձերին կամ նրանց անձնական հատկանիշներին, այլ այն հավատամքին, որով պետք է շարժվեն նրանք։ Արդյոք, առաջիկա խորհրդարանը համալրված է լինելու հերթական կոճակ սեղմողներով, թե, այնուամենայնիվ, խորհրդարանական կառավարման մոդելին անցնելը կունենա իր բովանդակային ազդեցությունը և Ազգային ժողովն իրապես կարող է ներկայացուցչական լինել պառլամենտարիզմի տեսանկյունից։
Ակնհայտ է, որ զուտ գեղեցիկ ձևակերպումներով երկրի քաղաքական համակարգը չի կարող դառնալ պառլամենտարիզմի լավագույն ավանդույթների կրող։ Միայն անվանապես ժողովրդավարություն չի լինում, քանի որ ժողովրդավարությունը շարունակական գործընթաց է, որը չի կարող լճանալ։ Եվ այստեղ գործ ունեն անելու բոլոր քաղաքական ուժերը՝ անկախ նրանից` ընդդիմադիր է, թե իշխանական, անկախ նրանց քաղաքական ու գաղափարական սկզբունքներից։ Ի վերջո կուսակցության գաղափարական սկզբունքները արժևորվում և կարևորվում են քաղաքական մշակույթի առկայության պայմաններում, իսկ քաղաքական մշակույթը ենթադրում է նաև մեխանիկորեն կոճակ սեղմելու երևույթի բացառումը։
