Երկու այց` երկու զուգահեռ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Ժամանակագրական քիչ տարբերությամբ, Շիրակի մարզ այցելեցին ՀՀ վարչապետ Կարեն Կարապետյանն ու գործարար` Գագիկ Ծառուկյանը։ Առիթը թերևս կարելի է նշել 1988 դեկտեմբերի 7–ի երկրաշարժի հիշատակը։ Այն, որ Շիրակի մարզը ամենախնդրահարույցն է բոլոր մարզերի մեջ, կարծես գաղտնիք չէ որևէ մեկի համար։ Պաշտոնապես այստեղ կա քառասուն տոկոս աղքատություն, այսինքն՝ ամենացածր կենսամակարդակը։ Մարզում ամենաբարձրն է արտագաղթի ցուցանիշը։ Մյուս կողմից, օրվա խնդիրներին գումարվում են երկրաշարժի չհաղթահարված հետևանքները և դեռևս 4000–ի հասնող անօթևան ընտանիքները։ Այս ամենն, իհարկե, չեն կարող իրենց ազդեցությունը չունենալ մարզի բնակիչների ակնկալիքների վրա։ Եթե վարչապետի այցն ավելի շատ ներկայացուցչական էր, ապա Ծառուկյանինը` հակառակը։ Դրանով էր պայմանավորված, որ վարչապետն ունեցավ դահլիճային հանդիպում, որի ժամանակ հարցադրումների հիմնական շեշտը դրվեց խնդիրների վրա։ Այլ էր Ծառուկյանի պարագան։ Եթե վարչապետի դեպքում կար ասոցիացիա զուտ իշխանական թևի, որից հասարակության ակնկալիքները շատ չեն, ապա Ծառուկյանի պարագայում կար ակնկալիքների դաշտ գործարարից։ Հենց այդ պատճառով էր, որ բազմահազար գյումրեցիներ, ամենատարբեր խնդիրների շուրջ նամակները ձեռքերին դիմավորում էին Ծառուկյանին։ Նրանք ունեին ակնկալիք, նաև նյութական ակնկալիք։ Խնդիրը կայանում է մարդկանց հավատի ու կենսականի նվազագույնի բացակայության մեջ։ Այն, ինչ հրատապ է այսօր յուրաքանչյուր հայաստանցու և յուրաքանչյուր գյումրեցու համար։ Վարչապետի կերպարը, այս պահին որքան էլ ընկալելի լինի, այն դեռ ընդունվում է իշխանական ճամբարի համատեքստում։ Ուստի այս ուղղությամբ, կտրուկ քայլերի միջոցով նա ունի լուծելիք խնդիր։ Իսկ Ծառուկյանին հասարակությունը, տվյալ դեպքում շիրակցիները, դիտարկում են իշխանական դաշտից դուրս, ինչի արդյունք է նաև ունեցած ակնկալիքների տիրույթը՝ թեկուզ նյութական։ Ինչո՞ւ նյութական, որովհետև այսօր հենց այդ խնդիրն է առաջնային, ինչպես վերը նշվեց, ամենաբարձր աղքատության տոկոսն ունեցող ու ամենացածր կենսամակարդակով մարզում։ Իսկ խնդիրները կարող են լինել լուծելի։ Անլուծելի խնդիրներ չկան, այստեղ պետք է քաղաքական կամք ու ռեսուրսների ճիշտ ուղղորդում, սակայն կարծես այս պահին մենք դա չունենք։ Այս երկու զուգահեռ հանդիպումները նաև ազդակ–զգուշացում են իշխանությունների և իշխանության ձգտողների համար։ Սրանք պարզ հաղորդագրություններ են այն մասին, թե ինչ է ուզում մարզի շարքային բնակիչը։ Իշխանությունն առավելապես, իսկ ընդդիմությունը կամ այդ դաշտում գործողները մասնավորապես, պետք է մարզում հաշվի առնեն հատկապես այս գործոնը, ասել կուզե՝ սոցիալական բաղադրիչը։ Մնացած քաղաքագիտական եզրաբանությունից կամ գաղափարական մատուցումներից, հատկապես այս մարզի հասարակությունն էապես հոգնել է։ Եթե ուզում են հաջողել, ապա պետք է ուշադրություն դարձնեն հենց նյութականին ուղղված ծրագրերի ու միջոցների վրա։
