«Փաստ» օրաթերթը գրում է.
«Հայաստանի ներգնա տուրօպերատորների միության» տնօրեն Կարինե Դավոյանի կարծիքով՝ հայկական տուրիզմը մրցունակ չէ տարածաշրջանում, քանի որ հայկական ընկերությունների ներկայացրած տուրիստական փաթեթներում ամենամեծ բաժինն ընկնում է ավիատոմսերի գներին:
Ինչ վերաբերում է ոլորտի զարգացմանը, ապա, նրա կարծիքով, օրենսդրական բացերն են խոչընդոտում հայկական տուրօպերատորներին ավելի ճկուն գործելու և ոլորտը զարգացնելու համար:
«Եթե մենք համապատասխան օրենքներ ունենանք, որպեսզի լիցենզիաներ տրամադրվեն տուրիստական խմբերի ուղեկցորդներին, տրանսպորտային ընկերություններին, նրանց որակավորման աստիճաններ տրվեն և հստակեցվի, թե ով իրավունք ունի Հայաստանի տարածքում տուրիստական գործունեությամբ զբաղվել, ոլորտն ավելի կանոնակարգված կզարգանա և բացթողումներ չեն լինի»,– ասում է Կ. Դավոյանը:
Նրա ներկայացմամբ՝ Հայաստանում ով ցանկանում է կարողանում է տուրիզմով զբաղվել: Դա բավականին խանգարող հանգամանք է, քանի որ փորձ և գիտելիք չունեցող անձինք ինքնուրույն գործելով բացասական ազդեցություն են ունենում և ազդում են հայկական տուրօպերատորների իմիջի վրա:
«Նման անձինք չպետք է նման ծառայություն մատուցելու իրավունք ունենան, քանի որ պատահում է, որ նույնիսկ այս կամ այն տեսարժան վայրի մասին տարբեր և իրարամերժ ինֆորմացիա են տրամադրում զբոսաշրջիկներին: Այս ամենը ճիշտ ուղու վրա դնելու համար պետք է վերականգնվի լիցենզավորման հարցը»,– համոզված է Կ. Դավոյանը:
Խոսելով հունվարի 1–ից ուժի մեջ մտնող նոր օրենքի մասին, համաձայն որի՝ տուրիստական ընկերությունները պետք է ավելացված արժեքի հարկ վճարեն, նա նշեց, որ դա լրացուցիչ բեռ է, որն էլ ավելի կբարդացնի մրցունակ տուրիստական բիզնես–գործունեություն ծավալելու հնարավորությունը: Կ. Դավոյանի կարծիքով՝ միակ լուծումն այն կլինի, որ ոլորտն ազատվի ավելացված արժեքի հարկ վճարելու պարտականությունից:
«Քաղաքակիրթ երկրներում դա չկա և մինչ այդ մենք նույնպես ազատված ենք եղել այդ հարկատեսակը վճարելու պարտականությունից: Մեր փաթեթներն առանց այն էլ թանկ են ավիատոմսերի թանկ լինելու պատճառով: Մենք ուղիղ չվերթներ չունենք և հարց է ծագում, թե ինչո՞ւ պետք է զբոսաշրջիկը մեզ մոտ գա օդանավ փոխելով, եթե ուղիղ չվերթով և ավելի էժան փաթեթով կարող է գնալ Վրաստան»,– ասում է Կ. Դավոյանը:
