«Ժողովուրդ» թերթը գրում է. «ՀՀ ոստիկանության Երեւանի վարչության Արաբկիրի բաժնից «Ժողովուրդ»-ը վերջերս մի գրություն է ստացել, որն իրավական անգրագիտության տեսանկյունից հավասարը չունի: Ոստիկանության Արաբկիրի բաժնի պետ Հ.Ա. Խոստեղյանի ստորագրած գրությամբ «Ժողովուրդ»-ից պահանջում են իրենց տրամադրել օրաթերթում հրապարակված «Կեղծ շենգենից մինչեւ ՀԴՄ կտրոն, ինչ է թաքցնում ֆինանսների նախարարությունը» հոդվածի տեղեկատվության աղբյուրը:

Մի կողմ թողնենք, որ գրության հեղինակը չի տարբերում հոդվածի վերնագիրը եւ խորագիրը: Բանն այն է, որ հոդվածի վերնագիրը եղել է «Ինչ է թաքցնում ֆինանսների նախարարությունը», իսկ «Կեղծ շենգենից մինչեւ ՀԴՄ կտրոն»-ը նյութի խորագիրն է: Բայց սրանք դեռ ծաղիկներն են: Ոստիկանությունը տեղեկատվության աղբյուրը պահանջում է «Մամուլի եւ զանգվածային լրատվության մյուս միջոցների մասին ՀՀ օրենքի 25-րդ հոդվածի հիմքով»: Նախ՝ Հայաստանի օրենսդրությունում նման գործող օրենք գոյություն չունի: «Զանգվածային լրատվության մասին» օրենքն էլ ընդամենը 14 հոդվածից է բաղկացած: Ավելին՝ այդ օրենքում չկա որեւէ դրույթ, որը իրավապահներին իրավունք է տալիս լրատվամիջոցից տեղեկատվության աղբյուր պահանջել:

Իսկ «Մամուլի եւ զանգվածային լրատվության մյուս միջոցների մասին» ՀՀ օրենքը, որի մասին ոստիկանության Արաբկիրի բաժնում հիշել ու հիշատակել են, ընդունվել է 1991 թվականին եւ գործել է մինչեւ 2004 թվականը: Գրության հեղինակի կարոտախտն էլ պատահական չէ, քանի որ այդ տասնամյա վաղեմության չգործող օրենքի վերը նշված 25-րդ հոդվածը այսպիսի պարբերություն ունի. «Խմբագրությունը կամ լրագրողը պարտավոր են հայտնել լրատվության աղբյուրը միայն իրավապահ մարմինների պահանջով»: Բայց այսօրվա օրենքում նման ձեւակերպում պարզապես չկա: Ու եթե ոստիկանությունում սկսել են հին օրենքները վեր հանել, կարող է մի օր էլ սովետական օրենսդրությամբ առաջնորդվեն ու ազատ մամուլի գործունեությունն ընդհանրապես արգելեն եւ այս մակարդակով հետաքննիչները մարդկային ճակատագրեր են խեղում»:
