«1000 դրամի» նախագիծն ԱԺ երկրորդ ընթերցմանը ներկայացվի պարտադիր բաղադրիչով

«ՀՀ պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» («1000 դրամի» նախագիծ պայմանական անվանումով) նախագիծը Ազգային ժողովի երկրորդ ընթերցմանը ներկայացվի՝ պահպանելով պարտադիր բաղադրիչը: Այս մասին հայտարարեց ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը՝
ԱԺ պաշտպանության, ազգային անվտանգության և ներքին գործերի մշտական հանձնաժողովի արտահերթ նիստում: «Հաշվի առնելով մեր առջև դրված խնդիրը՝ մարտական հերթապահություն իրականացնող զինծառայողներիսոցիալական պաշտպանվածության վիճակի բարելավումը, մենք նպատակահարմար ենք գտնում պահպանելմոտեցումները, որ կան օրենքի նախագծում, և պարտադիր վճա րը պահպանելով որպես հիմք՝ հնարավորությունստեղծել կամավոր լրացուցիչ վճարումներով ավելացնել այդ հիմնադրամի միջոցների ծավալը»,-«Արմենպրես»-ի հաղորդմամբ՝ ասաց նա:
Նախատեսվում է, որ հիմնադրամում կհավաքվի 4,5 մլրդ դրամ:
Նախարարը նշեց, որ քննարկվել է հիմնադրամին կատարվելիք վճարումների կամավորական բնույթը՝ մանրակրկիտ ուսումնասիրելով «Մարտիկ» հիմնադրամի տարբերակը։ «Մարտիկ» հիմնադրամում կամավոր սկզբունքով հաջողվել է հավաքել մոտ 1,2 մլրդ դրամ, որը ներկայիս նախագծով նախատեսածից մի քանի անգամ պակաս է: «Այսինքն՝ երբ անվստահության խնդիր չկար, նվիրատվության թիվն ամենադինամիկ շրջանում չի անցել մոտ 7000-8000 նվիրատուն»,-ասաց նա՝ նկատելով, որ հիմնադրամի գործունեության վերջին շրջանում վստահության աստիճանը նվազել է: Նախարարը նաև փարատեց բոլոր նրանց անհանգստությունը, ովքեր հարցնում էին, թե ինչ եղան «Մարտիկ» հիմնադրամի գումարները: «Այդ գումարներն անձեռնամխելի են ինչպես կանոնադրությամբ գոյություն ունեն, և մայր գումարից ստացվող տոկոսները կարող են կանոնադրական նպատակների համար ծախսվել, որն էլ արվել է հիմնադրամի հոգաբարձուների որոշմամբ»,-ասաց նախարարը՝ ընդգծելով, որ դա նշել որպես անվստահության պատճառ՝ այդքան էլ լեգիտիմ չէ:
Հանձնաժողովի անդամ, անկախ պատգամավոր Խաչատուր Քոքոբելյանի խոսքով՝ չնայած օրենսդրական նախաձեռնությունն անհրաժեշտություն է, բայց բացեր կան: «Շարունակում եմ մնալ այնկարծիքին, որ կամավորական սկզբունքը գործի և նվազագույն աշխատավարձ ունեցողներից ընդհանրապես չգանձվի, և համակարծիք եմ, որ 200 հազարից ավելի ստացողներից ավելիգանձվի»,-ասաց նա:
