Եթե իշխանությունն ուզում է բարեփոխումներ իրականացնել ու ինչ-որ չափով հաջողել, ապա պետք է զերծ մնա իր նախկին կամ իր նախկինների դեֆեկտիվ գործողություններն ու անգործությունը ատամներով պաշտպանելուց: Դա շարունակելու դեպքում շուտով կսկսի հոգեբանական ներշնչանքի այնպիսի ցիկլ, որ ինքը եղել է միշտ ճիշտ, հետո կսկսի ինքնապաշտպանվել, հետո էլ ավելի կփակվի, կկտրվի և՛ հասարակությունից, և՛ իրականությունից:

Նման հոգեվիճակն էլ անպայմանորեն կարտահայտվի քաղաքական որոշումների կայացման գործընթացի վրա. բնազդներն ու պատրիարխիալ սկզբունքայնությունը կխեղդեն ռացիոնալիզմին ու սխալներն ընդունելու համարձակությանը: Բնական է, որ ռեֆորմի այն չնչին ցանկությունն ու քայլերն էլ որ կային, կմտնեն փակուղի ու կմարեն:

Բայց եթե իշխանությունն ուզում է առաջ գնալ, պետք է ընդունի սեփական սխալները, վերլուծի դրանք, կարողանա սթափ նայել իրականությանը, որն արդյունավետ որոշումներ կայացնելու լավագույն նախապայմանն է: Հատկապես, որ բոլորն էլ շատ լավ տեսել ու հասկանում են իշխանության արածն ու չարածը, վարքը, կենցաղը նույնիսկ: Այնպես որ, կարիք չկա դրա վրա շատ թանկ ռեսուրսը՝ ժամանակը, վատնել, մարդկանց բաներ համոզել, ապացուցել և այլն: Այդ ժամանակը կարելի է և պետք է ուղղել մեր երկրի համար օդի պես անհրաժեշտ բարեփոխումներին:

Վերջապես, եթե էդքան ճիշտ էիք, էլ ի՞նչ կարիք կար փոխելու կառավարության կազմը, քաղաքական կուրսը, հռչակվելու իբրև ռեֆորմիստական ու հանրությանը ներկայանալու ինքնամաքրվող քաղաքական ուժի կերպարով: Թե չէ, էդ ո՞նց ստացվեց, որ ամեն ինչ այդքան լավ եք արել, բայց հասել է արագ ու խորքային փոփոխությունների գնալու ժամանակը. այդպես ուղղակի չի լինում, դա աբսուրդ է, իսկապես լրջանալ է պետք...
