Սուրեն Քրմոյանը մասնացել է «Բաց կառավարման գործընկերության» համաշխարհային գագաթնաժողովին

Հայաստանի Հանրապետության արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը դեկտեմբերի 7-9-ը Փարիզում մասնակցել է «Բաց կառավարման գործընկերության» (ԲԿԳ) համաշխարհային գագաթնաժողովին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:
Միջոցառման ընթացքում Սուրեն Քրմոյանը ներկայացրել է մի շարք հարցեր, որոնք վերաբերել են ՀՀ կառավարության լավագույն փորձին՝ ուղղված քաղաքացիների և քաղաքացիական հասարակության համար կառավարումն առավել թափանցիկ դարձնելուն, մասնակցային կառավարման համակարգ ներդնելու ուղղությամբ ձեռնարկված և մոտ ապագայում սպասվելիք քայլերին:
Նախարարի տեղակալը ներկայացրել է նաև ԲԿԳ-ի շրջանակում մշակված նախարարներին կից Հանրային խորհուրդների և քաղաքացիական հասարակության հետ համատեղ իրականացվող ծրագրերն ու էլեկտրոնային կառավարման ոլորտում գրանցված հաջողությունները:
Համաշխարհային գագաթնաժողովի ընթացքում Սուրեն Քրմոյանը նշել է, որ ՀՀ-ում ստեղծվել է իրավական ակտերի նախագծերի հրապարակման միասնական կայք (www.e-draft.am): Այն ապահովում է գերատեսչությունների կողմից իրավական ակտերի նախագծերը հանրությանը ներկայացնելու, առցանց տարբերակով հանրային քննարկումներ կազմակերպելու հնարավորությունը՝ երաշխավորելով քաղաքացիական հասարակության ներկայացուցիչների ակտիվ մասնակցությունը իրականացվող օրինաստեղծ աշխատանքներին: Կայքը հնարավորություն է ընձեռում ծանոթանալ տեղադրված նախագծերին, որ ոնել նախագծեր, հետևել դրանց հետագա ընթացքին, ծանոթանալ ներկայացված առաջարկություններին, իսկ կայքում գրանցվելու դեպքում նաև ներկայացնել առաջարկություններ, ծանոթանալ նախագծերի վերաբերյալ առաջարկությունների ամփոփաթերթին, ընդունված առաջարկություններին կամ դրանք չընդունելու հիմնավորումներին:
ԲԿԳ-ն մեկնարկել է դեռևս 2011 թվականին և համախմբում է 70 մասնակից երկրների կառավարության, հասարակական կազմակերպությունների, քաղաքացիական հասարակության ներկայացուցիչների, նպաստում վերջիններիս մասնակցության միջոցով բաց և թափանցիկ կառավարման սկզբունքների խթանմանը, կոռուպցիայի դեմ պայքարին, ինչպես նաև նոր տեխնոլոգիաների միջոցով ժողովրդավարության ոլորտում առաջընթացի գրանցմանը:
