Հայաստանի տնտեսական իրավիճակը շարունակում է մնալ ծանր: Տնտեսությունը առաջ մղելու համար այլ ելք չի մնում, քան բիզնեսի կամ, առհասարակ, աշխատող մարդուն խրախուսելն է, որը կարող է իրականանալ հարկային բարեփոխումներ իրականացնելու և համապատասխան հարկային արտոնություններ տալու միջոցով:

ՊԵԿ-ը այս ուղղությամբ արդեն իսկ իր քայլերն է սկսել ձեռնարկել: Նախօրեին գործադիրի հավանությանն է արժանացել ինքնազբաղված անձանց հարկային արտոնություններ տալու մասին օրինագիծը, որը ենթադրում է, որ գործունեության որոշ տեսակներ իրականացնող ֆիզիկական անձինք ազատվում են այդ գործունեության տեսակների մասով հաշվարկման և պետբյուջե վճարման ենթակա հարկերից: Գործունեության տեսակները սահմանվել են գործադիրի կողմից:

Այսպես օրինակ՝ հարկերից ազատվում են հագուստ արտադրողը և նորոգողը, կոշիկի և կաշվե արտադրատեսակներ նորոգողը, գորգեր և գորգագործական արտադրանք արտադրողն ու նորոգողը, փայտե իրեր պատրաստողը, կահույքի և տան կահավորանք նորոգողը: Հարկային այս արտոնությունից կօգտվեն նաև համակարգչային տեխնիկա, հեռուստացույց, լվացքի մեքենա, օդորակիչ և կենցաղային այլ տեխնիկա նորոգողն ու ծրագրային սպասարկողը: Արտոնությունից բաժին կհասնի նաև հեծանիվների և հաշմանդամների սայլակների արտադրության, անձնական օգտագործման և կենցաղային այլ արտադրական տեսակների նորոգման համար:

Հարկայինի հետ գործ չեն ունենա տնտեսական և գեղազարդ խեցեգործական այլ արտադրատեսակներ արտադրողը, ճենապակե և խեցեգործական արտադրատեսակներ արտադրողը, ժամացույցներ, երաժշտական գործիքներ նորոգողը: Հարկումից կազատվի խնջույքավարի և դարբնոցային գործունեությունը նույնպես: Փաստորեն՝ ՊԵԿ-ի այս նախագիծը ինքնազբաղված անձանց գործունեությունը խթանելու լուրջ հիմքեր է ստեղծում:
