Բրյուսելի հետ նոր շրջանակային համաձայնագրի առաջընթացը Գարեգին Մելքոնյանը գնահատում է արդյունավետ

Բրյուսելի հետ նոր շրջանակային համաձայնագրի մասով բանակցությունները բավական կառուցողական և արագ տեմպով առաջ են ընթանում: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին դեկտեմբերի 7-ին լրագրողների հետ հանդիպման ժամանակ նշեց ՀՀ տնտեսական զարգացման և ներդրումների նախարարիառաջին տեղակա լ Գարեգին Մելքոնյանը: Նրա խոսքով՝ այդ բանակցությունների շրջանակներում առևտրի և ներդրումների մասով ՀՀ տնտեսական զարգացման և ներդրումների նախարարությունը բավական ինտենսիվ աշխատանք է իրականացրել փետրվարի կեսից սկսած: Փոխնախարարի ներկայացմամբ՝ չնայած բանակցությունների ֆորմալ բացումը տրվել էր դեռևս անցած տարվա դեկտեմբերին, բայց եվրոպական կողմը կարողացավ սկսել բանակցությունները միայն փետրվարի կեսից:
«Թվով չորս փուլ ենք ունեցել՝ մեկը Երևանում, մեկը Բրյուսելում, մյուս երկուսը միջոցների տնտեսմանտեսանկյունից ելնելով տեսակոնֆերանսների ձևով ենք իրականացրել: Մեր մասով համաձայնագրում կա 12-13գլուխ, որոնց կեսից ավելին գրեթե փակ են, մնում են 1-2 նախադասությունների տեխնիկա կան ճշգրտումներ:Բառացիորեն օրեր անց՝ դեկտեմբերի 13-14-ին Բրյուսելում անցկացնելու ենք հերթական հաջորդ փուլը, որտեղ,վստահ եմ, մի քանի գլուխ ևս հնարավոր կլինի փակել և, ըստ էության, կմնան որոշակի հարցեր, որոնց մյուստարվա սկզբին, ենթադրում եմ՝ փետրվարին,&nbs p; հաջորդ փուլի ընթացքում կանդրադառնանք և հնարավորկլինի այդ մասերով ևս առաջ ընթանալ: Իմ գնահատմամբ, բանակցությունները բավականին արդյունավետ ևկառուցողական առաջ են գնում»,- նշեց Գուրգեն Մելքոնյանը և վստահեցրեց, որ այս մասով մեծ ծավալի մասնագիտական և տեխնիկական աշխատանք է արվում:
Նրա տեղեկացմամբ՝ միայն առևտրի և ներդրումներ գլխի մասով 300-ից ավելի էջ նեղ ոլորտային մասնագիտական տեքստ ունեն քննարկելու: Յուրաքանչյուր հոդվածի, նախադասության մասով անհրաժեշտություն է լինում ճշտել և ՀՀ օրենսդրության պահանջների, և երրորդ երկրների մասով ստանձնած պարտավորությունները, որպեսզի բոլոր այն պայմանավորվածությունները, որոնք ձեռք ենք բերում, լինեն իրատեսական ու իրականանալի, իսկ հետագայում նաև դրանց իրականացման առումով ունենան սահուն ընթացք և խնդիրներ չլինեն:
Փոխնախարարի խոսքով՝ իր համար կարևորն ու առաջնայինը քննարկվող բանակցային համաձայնագրի բովանդակությունն է, այդ պատճառով նա խուսափեց ժամկետներ նշելուց: «Մենք շեշտը դնումենք բովանդակության վրա և, հատկապես, կարևոր է այն, որ Հայաստանի տնտեսության և տնտեսվարողի համար զգայուն և նշանակալի հարցերը լինեն հավուր պատշաճի ձևակերպված ևբխեն մեր տնտեսության շահերից: Ելնելով բանակցությունների արդյունավետությունից և կառուցողական մոտեցումներից՝ կարծում եմ, որ ավարտի համար համեմատաբար շատ քիչժամանակ է մնացել, քան մեր անցած ճանապարհը»,- հավելեց ՀՀ տնտեսական զարգացման և ներդրումների նախարարի առաջին տեղակալ Գարեգին Մելքոնյանը:
