Երկրաշարժից 28 տարի անց շատ բան է արվել աղետի գոտում, բայց դեռ անելիքներ կան: Այս մասին «Արմենպրես»-ի հետ զրույցում նշեց Շիրակի մարզպետ Հովսեփ Սիմոնյանը՝ փաստելով, որ շատ բան արվել է, սակայն հաճախ միայն չարվածն է բարձրաձայնվում:
«Իհարկե, 28 տարին բավական երկար ժամանակ է: Սերունդ է փոխվել: Մենք փորձում ենք մեկս մյուսի աշխատանքը չգնահատելու համար քննադատություններ ներկայացնել: Մենք միշտ ներկայացրել ենք շենք-շինությունների հարցը՝ մոռանալով մարդկային ռեսուրսների կորուստները, որոնք այս տնտեսությունը պետք է վերականգնեին: Մենք լուրջ սերունդ ենք կորցրել և այդ բացը հիմա ենք զգում: Ցավոք, 28 տարի մարդիկ սովորեցին, որ իրենց նկատմամբ պարտավորություն կա, անշուշտ կա՝ յուրաքանչյուր պետություն ու կառավարություն պարտք ունի իր ժողովրդի առջև, բայց նաև հակառակը կա՝ ք աղաքացին էլ պետք է իր մասին մտածի»,-նշեց Հովսեփ Սիմոնյանը:
Խոսելով հանրապետությունում Շիրակի սոցիալապես ամենաաղքատ մարզը լինելու մասին՝ մարզպետը նշեց, որ դա իր պատճառներն ունի: «Այս մարզում 1988 թվականից հետո ամեն ինչ զրոյից սկսվեց՝ տնից սկսած մինչև կահավորանք ու այլ խնդիրներ, բնական է, մեծ ջանքեր է պահանջվում: Չմոռանանք նաև` եղավ կառավարման համակարգի փոփոխություն՝ սոցիալիզմից՝ կապիտալիզմի: Բնական է. վերականգման պրոցեսը երկար էր: 2017 թվականին Գյումրիում ավարտում ենք երկրաշարժի պատճառով անօթևան մնացածների բնակարանների խնդրի լուծումը, բայց, իհարկե, անօթևանության խնդիրն ամբողջովին մարզում էի լուծվի. չմոռանանք` ընտանիքներից շատերն աճող ընտանիքներ էին և մի մասն է բնակարան տեղափոխվել, մյուսները մնացել են տնակներում, կան նաև այլ տեղերից եկած ընտանիքներ կամ այնպիսիները, ովքեր բնակարանը ստացել ու վաճառել են ու կրկին տնակում են մնացել: Ախուրյանում այս տարի ենք ավարտում բնակարանային խնդրի լուծման ծրագիրը, մնում է 19 գյուղական համայնքում 171 անօթևան ընտանիքի խնդիր»,-նշեց մարզպետը:
Հովսեփ Սիմոնյանը նաև կարևորեց հոգեբանական փոփոխությունը: «Շատերը 28 տարվա մեջ հասկացան, որ իրենց խնդիրը իրենք են լուծելու՝ վերականգնելով նախկին հպարտությունը: Մենք իրավունք չունենք միայն «խեղճի ու պահանջողի» դիրքերից խոսելու: Մենք պետք է հպարտ լինենք ու հասկանաք, որ անելիք ունենք: Եթե անընդհատ համեմատենք անցածի՝ խորհրդային տարիների ու մինչև երկրաշարժի ժամանակաշրջանի հետ, առաջ չենք գնա»,-նշեց Հովսեփ Սիմոնյանը:
