Մինչ մեզանում թեժ և անզիջում բանավեճ է ընթանում զինծառայողների սոցիալական պաշտպանության մասին օրենքի նախագծի շուրջ, որով նախատեսվում է ստեղծել հատուկ հիմնադրամ և աշխատող քաղաքացիներից պարտադիր կերպով ամսական 1000 դրամ գումար գանձել՝ մարտական հերթապահության ժամանակ զոհված կամ հաշմանդամ դարձած զինծառայողների ընտանիքների սոցիալական պաշտպանվածության ապահովման համար, մեզ համար նաև ԶՈՒ թեմայով այնքան օրինակելի Իսրայելում արդենիսկ ակտիվորեն քննարկում է զորացրված միայնակ երիտասարդներին պարտադիր տարեկան ֆինանսական աջակցություն ցուցաբերելու նպատակով հատուկ դրամագլուխ ստեղծելու մասին օրինագիծը:

Քնեսեթի (խորհրդարանի) մի քանի պատգամավորների կողմից մշակված և ՊՆ-ի աջակցությունը վայելող վերոնշյալ փաստաթուղթը ենթադրում է առժմանակյա աջակցություն ցուցաբերել անմիջապես զորացրված միայնակ նախկին զինծառայողներին, մինչև վերջինների կողմից քաղաքացիական կյանքին լիարժեքորեն ինտեգրումն: Օրինագիծը նախատեսում է ծառայության ավարտին հաջորդած 1 տարվա ընթացքում միայնակ զինծառայողներին ցուցաբերել ամսեկան 1000 շեկելի չափով (մոտ 260 դոլար) հավելավճար, ինչի նպատակով ստեղծվելու է, ընդհանուր առմամբ, առնվազն 12 մլն շեկել (ավելի քան 31 մլն դոլար) ամենամյա պարտադիր ֆինանսավորմամբ հատուկ հիմնադրամ:

Անշուշտ, մեզանում ևս բանակի նշանակության բարձրացման և հասարակական ընկալման մեջ նրա հանդեպ դրական փոփոխությունների հավելյալ խթանմանը միտված քաղաքականության տեսանկյունից չափազանց կարևոր է նաև ԶՈՒ-ում ծառայած, սոցիալական աջակցության կարիք ունեցող երիտասարդների նկատմամբ հատուկ ուշադրության ցուցաբերման հարցն՝ անշուշտ Հայաստանի տնտեսական հնարավորությունների սահմաններում: Պետական մակարդակով այս խնդրին ուղղված կոնկրետ քայլերն, աներկբայորեն, հավելյալ խթան կհանդիսանան հասարակության շրջանում բանակի դերի առավել արժևորման և Հայրենիքի հանդեպ կատարած պարտքը նաև որպես քաղաքացիական կյանքում էական արտոնություն դիտարկելու տեսանկյունից:

Բայց և այնպես, նաև մեր երկրի առջև ծառացած անվտանգային մարտահրավերները հաշվի առնելով, հատկապես այս ոլորտում անհրաժեշտ է գործել ավելի վճռականորեն, առանց ավելորդ ժամանակի կորստի՝ զուգահեռաբար նաև ԶՈւ-ում իրականացվող ներքին բարեփոխումներն, առկա արատավոր խնդիրների և թերացումների դեմ հետևողական գործելաոճը հանրության համար տեսանելի, անգամ՝ չափելի դարձնելու ճանապարհով:
